Resolution to Amend the Fiscal Year 2025 Council Approved Budget to Accept and Appropriate the 2024 Virginia Byrne/Justice Assistance Law Enforcement Equipment Grant Awarded by the Virginia Department of Criminal Justice Services

 

Purpose

The Byrne/Justice Assistance Law Enforcement Equipment Grant Program allows states and units of local government to support a broad range of activities to prevent and control crime based on their local needs and conditions. As the State Administrative Agency, DCJS has the responsibility of managing the coordination and distribution of JAG funds in a manner that supports and improves the overall criminal justice system of the Commonwealth of Virginia. Applicants for this competitive solicitation will be awarded for a nine (9) month period, in one of the focused areas identified in these guidelines. Law Enforcement Equipment Applicants are invited to purchase equipment that improves or enhances the delivery of daily law enforcement services to the community and/or ensures the safety of citizens and officers. Projects should seek to provide, upgrade and/or update equipment that would assist in increasing capacity and efficiency within the agency.

 

Discussion:

The Sheriff's Transition and Re-entry (S.T.A.R) Center will meet the risk and needs of incarcerated individuals transitioning back into the community. This center will enhance access to necessary resources and promote safety in our community by providing people with alternatives to combat activities that promote crime such as drug use, poverty, unemployment and homelessness. The Hampton Sheriff's Office is seeking to purchase equipment and supplies such as computers, cameras, office furniture, classroom equipment and clothing items to provide the appropriate services to the community to reduce recidivism and crime. The equipment that is purchased will be used by program participants, community partners and volunteers.

 

Impact:

The City has been awarded $50,228 in grant funds with a required cash match of $16,746 for a total grant amount of $66,974. The cash match will be covered by the Sheriff's Office operating budget.

                     WHEREAS, the Virginia Department of Criminal Justice has awarded the City of Hampton, Virginia a 2024 Virginia Byrne/Justice Assistance Law Enforcement Equipment Grant in the amount of $50,228 in special state funding;

 

                     WHEREAS, the Virginia Byrne/Justice Assistance Law Enforcement Equipment Grant award requires a cash match of $16,746;

 

                     WHEREAS, the combined funds of the 2024 Virginia Byrne/Justice Assistance Law Enforcement Equipment Grant and the required cash match which totals $66,974 will be used by the Sheriff's Office to purchase equipment to provide re-entry services to the community to reduce recidivism and crime.

 

                     WHEREAS, the grant award is for the period of July 1, 2024 through March 31, 2025.

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby amends the Fiscal Year 2025 Council Approved Budget to accept and appropriate the 2024 Virginia Byrne/Justice Assistance Law Enforcement Equipment Grant in the amount of $50,228, and any supplemental funding, awarded by the Virginia Department of Criminal Justice Services and the required cash match of $16,746 to be funded from the Sheriff's Office operating budget, to the Grant Fund to support re-entry services.

 

                     BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take any and all actions necessary to implement this grant award.
