Resolution Appropriating $106,625 from the Stormwater Management Fund Restricted Fund Balance for Operating Costs of the Virginia Stormwater Management Program
Purpose
PURPOSE/BACKGROUND:
In July 2014, the Virginia Department of Environmental Quality (“DEQ”) approved the City of Hampton’s Virginia Stormwater Management Program (“VSMP”) and authorized the City to operate a VSMP to manage the quality and quantity of runoff resulting from land disturbing activities. Pursuant to § 13.1-6 of the City code, of the total construction general permit fees collected for land disturbing activities, 72% is allocated to the City and 28%, to DEQ.
The Stormwater Management Fund budget adopted for FY2016 did not include the construction general permit fees from the state. $106,625.00 of those fees have accrued to the Stormwater Management Fund Restricted Fund Balance to date and can be used in the FY2016 VSMP. Therefore, staff requests the appropriation of $106,625 from the Stormwater Management Fund Restricted Fund Balance for the City’s VSMP.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HAMPTON, VIRGINIA: that the sum of $106,625 is appropriated from the Stormwater Management Fund Restricted Fund Balance for the City’s VSMP.
