Resolution to Amend the Fiscal Year 2022 Council Approved Budget to Accept and Appropriate the 2022 Foster Grandparent Program Grant Amendment Awarded by the Corporation for National and Community Services (CNCS)
Purpose
PURPOSE/BACKGROUND:
The Hampton Department of Social Services was awarded the first Corporation for National and Community Services (CNCS) grant in 1972 and has since been received in each subsequent year. The CNCS mission is to provide government agencies federal funds to improve lives, strengthen communities and foster civic participation through services and volunteers. Programs provided through CNCS include the Senior Corps, which incorporates the long standing Foster Grandparent Volunteer Program. The Foster Grandparent Program provides a way for volunteers 55 and over to stay active serving children and youth in their communities. The Foster Grandparent Program on the Peninsula serves the cities of Hampton, Newport News, Williamsburg and the counties of York and James City.
This grant amendment is for year 2 of a multi year grant.
Discussion:
This grant award will help support the continuation of the Foster Grandparent Program on the Peninsula to ensure ninety seven (97) foster grandparents will be available to provide services in child development centers, Head Start, pre-K Centers, Kindergartens and Title 1 Elementary Schools. The grant will support the salary and fringe benefits cost of two (2) permanent full-time (PFT) employees, a manager and an assistant, as well as two (2) When Actually Employed (WAE) positions, to include the cost of supportive services for operational costs and stipends for the foster grandparents. The City has historically provided a cash match for this grant. A cash match contribution is also received from the City of Newport News. The Foster Grandparent Program staff adheres to the City's Human Resources employment policies and performance evaluation process.
Impact:
The City has been awarded $393,888 in independent Federal grant funds from CNCS, a cash match contribution from the City of Newport News for $20,000 and a local share from the City of Hampton for $69,770 that is budgeted in the "Grant Matching Funds" account for a total grant award of $483,658. This is the second year of a three-year renewable grant.

WHEREAS the Corporation for National and Community Services (CNCS) has awarded an independent federal grant to the City of Hampton Virginia ("the City"), a 2022 Foster Grandparent Program Grant in the amount of $393,888;
WHEREAS, Foster Grandparent Program Grant award requires a local cash match of $69,770;
WHEREAS, the City of Newport News contributes a cash match of $20,000;
WHEREAS, the combined funds of the Foster Grandparent Program Grant award, the required local cash match and the City of Newport News cash match, which total $483,658, will be used by the Hampton Department of Social Services to fund the salary and fringe benefits cost of two (2) permanent full-time (PFT) positions and two (2) When Actually Employed (WAE) positions along with the cost for supportive services for operational costs and stipends for the foster grandparents, whom are dedicated to being role models, mentors and friends to children with exceptional needs; and
WHEREAS, the grant award is for the period of July 1, 2021 through June 30, 2022.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby amends its Fiscal Year 2022 Council Approved Budget (1) to accept and appropriate the Foster Grandparent Program Grant independent Federal funds in the amount of $393,888, and any supplemental funding, to the Grant Fund; and (2) approve the transfer of $69,770 from Departmental Support - Grant to the Grant Funds for the purpose of funding the salary and fringe benefits cost for two (2) permanent full-time and two (2) When Actually Employed (WAE) positions, and the program's operational costs and stipends for the foster grandparents in the Department of Social Services dedicated to being role models, mentors and friends to children with exceptional needs.
BE IT FURTHER RESOLVED that the City Council of the City of Hampton, Virginia authorizes the City Manager, or her designee, to take any and all actions to implement this grant award.
