Resolution Determining Pictometry International Corporation to be the Only Source Practically Available From Which to Procure Geographic Information System (“GIS”) Mapping and Software Services for the City of Hampton

 

 

Purpose

Purpose/Background:

 

In 2006, the Hampton City Council approved a sole source resolution for the City to contract with Pictometry International Corporation (“Pictometry”) for aerial image and software services as part of the City’s Geographic Information System (“GIS”).  At that time, Pictometry was the only vendor that offered these services. Pictometry conducts “flyovers” every two years to update images.  The City’s image library with Pictometry currently contains over 90,000 images.

 

Pictometry’s content and software allows the City to share the images with multiple Departments in the City, including the Assessor’s Office, Planning, Codes Compliance, and Police and Fire to perform essential City functions. Pictometry’s software is proprietary and can only be obtained through Pictometry.  City Departments utilize Pictometry software and images for assessment and public safety purposes and have integrated use of the system in their departmental processes and procedures. 

 

Use of another vendor for the image mapping and software services would be costly and impractical due to the large volume of images. In addition, because Pictometry’s images and software are used by a number of departments for assessment and public safety purposes, the City risks losing critical functionality, potentially resulting in inaccurate assessments and public safety issues.

Body

                     WHEREAS, the Hampton City Council previously adopted a Sole Source Resolution, File Number 06-0389, approving use of Pictometry International Corporation, Inc. (“Pictometry”) to provide images and proprietary software for the City of Hampton’s GIS Interface;

 

                     WHEREAS, Pictometry has conducted flyovers of Hampton every two years since 2006 and produced over 90,000 images as a result of these flyovers;

 

                     WHEREAS, Pictometry provides content and software that allows the City to share images with multiple systems across City departments in order to perform Assessment, Planning, Public Safety, and other essential City functions;

 

                     WHEREAS, the features of Pictometry’s software are proprietary and the current library of over 90,000 images of City property are readable only through using Pictometry software;

 

                     WHEREAS, converting the current data would be impractical and costly due to the large volume of images; and

 

                     WHEREAS, City departments have implemented specific processes that utilize the current system and changing systems may cause departments to lose critical functionality with the risk of inaccurate assessments, inaccurate planning, and potential negative effects to public safety due to the integration of Pictometry’s images and software with the City’s E911 Interface.

 

                     NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HAMPTON, VIRGINIA:

                     1.                     That the contract between the City and Pictometry may be negotiated and renewed as the “sole source” without competitive sealed bidding or competitive negotiation as set forth in Code of Virginia §2.2-4303(E);

 

                     2.                     That the City Manager or her authorized designee is hereby authorized to negotiate and execute as purchase contract with Pictometry; and

 

                     3.                     That the notice awarding the contract to Pictometry International Corporation shall be posted in a public place pursuant to Code of Virginia §2.2-4303(E).
