Resolution Accepting and Approving the City of Hampton, Virginia's Participation in and Appropriation of the FY15 Staffing for Adequate Fire and Emergency Response (SAFER) Grant through the Department of Homeland Security

 

 

Purpose

PURPOSE/BACKGROUND:

The Department of Homeland Security (DHS) Federal Emergency Management Agency’s (FEMA) Grant Programs Directorate FY 2015 Staffing for Adequate Fire and Emergency Response (SAFER) Grant Program awarded $288,400.00 with a zero percent cost match of non-Federal funds for the purpose of a nominal stipend program for volunteer firefighters and to support Camp Prospect and Camp Fury as recruitment and retention programs. This grant program has a performance period of November 2, 2016 to November 1, 2020.

 

Discussion:

The nominal stipend program for volunteer firefighters will encourage volunteer firefighter’s participation to staff operational fire suppression positions which could reduce overtime and have a positive impact on staffing.  The grant award also supports the Fire Cadet, Camp Prospect and Camp Fury programs to provide positive role models for youth and to serve as a recruitment tool for future firefighters.

This section to describe how the action requested relates to Council policy initiatives, including but not limited to the Strategic Plan elements of the Community Plan, master plans, etc.

WHEREAS, the Virginia Department of Homeland Security has awarded a 2015 Staffing for Adequate Fire and Emergency Response (SAFER) Grant to the City of Hampton in the amount of $288,400 with no local match required; and

 

WHEREAS, the grant award covers the period November 2, 2016 through November 1, 2020. 

 

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia accepts and appropriates the 2015 Staffing for Adequate Fire and Emergency Response (SAFER) Grant in the amount of $288,400, and any supplemental funding, in accordance with the grant agreement. 

 

BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take the necessary steps to implement this grant award.
