Resolution to Amend the Fiscal Year 2021 Council Approved Budget and to Accept and Appropriate funding from the Military Installation Resiliency Project Study Grant Funding Program through the Office of Economic Adjustment Community  Planning Assistance Program Services

 

Purpose

PURPOSE/BACKGROUND:

The DoD Office of Economic Adjustment (OEA) has awarded the City of Hampton a grant to conduct a project study in support of the ongoing mission growth at JBLE-Langley.  This is our second project that will align with our Hampton Resilient efforts as it looks at LaSalle Avenue from Mercury Boulevard to the LaSalle Gate (LAFB & Visitor Center). The attached project abstract provides additional details on the study.  The grant is for $366,544 (Federal OEA) and with the $40,730 (City match) the total budget is $407,274.  The intent is to get this new project underway before the end of July 2020.  Of course, both projects are significant in that they support the new mission growth of the F-22 formal training unit (FTU) with 700-800 jobs in June 2021, as well as the additional projected Intelligence, Surveillance & Reconnaissance mission growth of 2200-3500 jobs between 2024-2026.  It should also be noted the City of Hampton is the first award recipient of the new OEA Military Installation Resiliency program.

 

Discussion:

 

The benefit to the community is a substantial increase in economic funding due to the significant increase in jobs at JBLE-Langley.

 

Impact:

 

Significant economic growth at JBLE-Langley, which will increase current economic impact of $2.9B to significantly more funding.

                     WHEREAS, the Department of Defense (DoD), Office of Economic Adjustment (OEA) has awarded the Military Installation Resiliency (MIR) Project Study Grant to the City of Hampton in the amount of $366,544 in federal funds and $40,730 in local in-kind match, for a total award of $407,274; and

 

                     WHEREAS, the grant award covers the period July 1, 2020 through July 1, 2021; the City of Hampton is the sponsoring jurisdiction and in conjunction with the OEA will conduct a Military Installation Resiliency (MIR) project study related to the proposed JBLE-Langley AFB LaSalle Avenue Corridor Resiliency Plan, located in Hampton, Virginia. This project will evaluate existing and future operational conditions, validate LaSalle Avenue as a high-priority/critical corridor serving the installation, and develop a resiliency plan that identifies prioritized improvements that will result in the ability to maintain accessibility to/from the installation.  The project will evaluate an approximate 1.5 mile segment of LaSalle Avenue from the LaSalle Avenue Gate to the north, to the interchange with Mercury Boulevard to the south.  The City of Hampton recognizes the importance of maintaining the mission capability of LAFB through enhancing the resiliency of the installation and City through a variety of activities, thereby protecting the base from adverse activities impacting mission performance; and

 

                     WHEREAS, studies such as the MIR program help to identify possible resiliency opportunities to better protect the health, safety and welfare of surrounding communities as well as the civilian and military community at Langley Air Force Base (LAFB).  LAFB, NASA Langley Research Center, the Cities of Hampton and Poquoson, and the County of York, along with multiple stakeholders, will collaborate on resiliency activities, while ensuring the continued presence of the military in the region.

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton accepts and appropriates the Joint Land Use Study Grant in the amount of $366,544 and any related supplemental funding by the Office of Economic Adjustment with the grant agreement.

 

                     BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or designee, to take the necessary steps to implement this grant award.
