Resolution Authorizing the Conveyance of 123 E. Pembroke Avenue, LRSN: 2003496 to the  Barrett-Peake Heritage Foundation

 

 

Purpose

 

PURPOSE/BACKGROUND:

 

                     The City of Hampton acquired a parcel of real property and improvements located at 123 E. Pembroke LRSN: 2003496 (the “Property”) from the Virginia State Federation of Colored Women’s Clubs, Inc. pursuant to the authority granted in Virginia Code §15.2-944 to preserve the building thereon due to its historic interest and value to the Commonwealth.

 

                     Dr. Mary T. Christian, former president and director of the Virginia State Federation of Colored Women’s Clubs, Inc. has established the Barrett- Peake Heritage Foundation, an I.R.C. 501(c) 3 organization dedicated to pursuing the educational objectives and social reforms embodied by the lives and careers of two African-American pioneers and trailblazers, Janie Porter Barrett, social reformer, educator and founder of the Virginia State Federation of Colored Women’s Clubs and Mary S. Peake, humanitarian, educator and founder of  a school for the children of former slaves  under what became known as the Emancipation Oak tree in Hampton.

 

                     The Barrett-Peake Heritage Foundation desires to house its operations at the Property which housed the former Virginia State headquarters for the Virginia State Federation of Colored Women’s Clubs, Inc. in order to continue the goals of the former organization and the mission of these two historically prominent women.

 

                     Virginia Code §15.2-944, authorizes the City to convey the Property to a Virginia organization dedicated to preserving such historic places of interest. The resolution authorizes the conveyance of the Property.

                     WHEREAS, the City of Hampton acquired a parcel of real property and improvements located at 123 E.                      WHEREAS, the City Council finds that the conveyance of the Property to the Barrett-Peake Heritage Foundation will further the purpose of preserving this historic place of interest and is a fitting honor and tribute to these two African-American social and education activists.   

 

                     NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Hampton, Virginia, that it approves the conveyance of the Property to the Barrett-Peake Heritage Foundation and, accordingly, the City Manager or her authorized Designee is hereby authorized to execute and deliver to the Barrette-Peake Heritage Foundation any and all necessary legal documents to effect the transfer of title to the Property.
