Title

Resolution Determining Accurint Lexis Nexis Virtual Crime Center Software, which is Software that Offers Analytic Capabilities Not Offered by any other Software Application, to be the Only Source Available for These Services 

 

 

Purpose

PURPOSE/BACKGROUND:

It has for some time been the policy of the Hampton Police Division to utilize technology to enhance its mission and increase safety of both officers and citizens.  In keeping with that mission, the Hampton Police Division is currently standing up a “Real Time Intelligence Center” that will be used to process and disseminate information to support field operations, incidents and events to support officers and contribute to faster and safer resolutions to said events.  As a portion of this project, analytic software will be used to assess situations and identify links and patterns so that resources can be used in the most efficient way.

 

The software, Lexis Nexis Accurint Virtual Crime Center, differentiates itself from other platforms on the market by facilitating the joining of relational database management systems of all the agencies that are customers to the mentioned software. In addition, the software encompasses proprietary LexID technology that is exclusive to this software that allows for link analysis not offered by any other software application. The City of Newport News, York County, and the City of Richmond will also be utilizing this software which will allow us to integrate into their database management systems.

 

 

Discussion:

The Hampton Police Division has determined that due to the criteria provided, a contract should be awarded to Lexis Nexis as a "sole source" without competitive sealed bidding or competitive negotiation. The price at which Lexis Nexis has offered the Virtual Crime Center software has been determined by the Hampton Police Division to be a fair and reasonable price.

 

 

Impact:

The use of the Lexis Nexis Virtual Crime Center software will allow the Hampton Police Division and and the City of Newport News Police Department, as well as several other jurisdictions, to quickly share information.  The software will also support the use of analytics at all levels of the organization to better identify crime trends and areas that are experiencing a disproportionate need of police services so that resources can be used more efficiently and quality of life issues can be addressed more effectively.

 WHEREAS, the software will be provided by Lexis Nexis at a cost of $29,600, which will is a yearly recurring cost;

 

WHEREAS, the software, Lexis Nexis Accurint Virtual Crime Center, differentiates itself from other platforms on the market by facilitating the joining of relational database management systems of all agencies that are customers to the aforementioned software;

 

WHEREAS, the software encompasses proprietary LexID technology that is exclusive to this software which allows for link analysis that is not offered by any other software application; and

 

WHEREAS, the City of Newport News, York County, and the City of Richmond will also be utilizing this software which will allow us to integrate into their database management systems. 

 

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HAMPTON, VIRGINIA AS FOLLOWS:

 

1.                     That the contract for procuring Lexis NexIs Accurint Virtual Crime Center described above  may be negotiated and awarded to Lexis Nexis as a “sole source” without competitive sealed bidding or competitive negotiation  as set  forth in Virginia Code 2.2-4303.E;

 

2.                     That the City Manager, or her authorized designee, is hereby authorized to negotiate and execute a contract for the purchase of the goods with Lexis Nexis; and

 

3.                     That the notice awarding the contract to Lexis Nexis shall be posted in a public place as required by Virginia Code 2.2-4303.E.

 

                     BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take the necessary steps to implement this purchase.
