Thomas School Building at 1300 Thomas Street, LRSN: 8000281

 

Purpose

Purpose/Background:

 

The City has had an ongoing partnership with Girls Inc. to facilitate its mission at the Y. H. Thomas Community Center since 2011. The current use agreement has expired and Girls Inc. desires to continue to utilize the space to provide informal educational, life, and social skill programs for youth (girls and boys ages 4-18 years of age; of which 85% come from single parent homes and have the potential to exhibit at risk behaviors due to lack of supervision during out of school hours) that inspire them to become strong and smart.

 

The attached Use Agreement is for a term of five years. Rent is $3,565.00 per year, which equates to $297.00 per month and $0.88 per square foot. 

 

City staff recommends approval of the Resolution.

 

This matter was properly advertised in accordance with Virginia Code §15.2-1813

Body

 

                     WHEREAS, the City is the owner of real property located at 1300 Thomas Street, LRSN:  8000281, commonly known as the Y.H. Thomas School Building (the “Property”);

                     WHEREAS, the City has established a partnership with Girls Incorporated of the Greater Peninsula (“Girls Inc.”) to utilize a portion of the Facility to facilitate its mission to provide informal educational, life, and social skill programs for youth (girls and boys ages 4-18 years of age; of which 85% come from single parent homes and have the potential to exhibit at risk behaviors due to lack of supervision during out of school hours) that inspire them to become strong and smart;

                     WHEREAS, the Use Agreement for the use of a portion of the Property has expired and Girls Inc. desires to continue to utilize Rooms “B” and “C”, restroom facilities and corridor totaling ±4051 square feet of the Property to continue its mission;

                     WHEREAS, the services provided by Girls Inc. will enhance the Property as a community resource center primarily for the benefit of citizens residing within a two mile radius of the Property and, secondarily for the benefit of all Hampton citizens; 

                     WHEREAS, Parks, Recreation & Leisure Services  staff has determined that it is in the best interest of the City and the community to allow Girls Inc. to use the subject portion of the Property; and

                     WHEREAS, the Council has determined that the terms and conditions of the Use Agreement are acceptable.

                     NOW, THEREFORE, BE IT RESOLVED, by the Council of the City of Hampton, Virginia as follows:

                     1.                     That it approves the Use Agreement among the City of Hampton, Y. H. Thomas Community Center, Incorporated and Girls Incorporated of the Greater Peninsula to use Rooms “B” and “C”, restroom facilities and corridor totaling ±4051 sq. ft. of the Y.H. Thomas School Building at 1300 Thomas Street, LRSN:  8000281; and

                     2.                     That the City Manager or her Authorized Designee is authorized to execute and deliver to Girls Incorporated of the Greater  Peninsula the Use Agreement in substantially the same form as the agreement attached hereto.
