Resolution Requesting the Virginia Department of Transportation (VDOT) to Program into the 6-Year Improvement Plan to Authorize the City Manager or her Designee to Execute Agreements and Appropriation of Funds for the Following Nine (9) Projects

 

Purpose

PURPOSE/BACKGROUND:

The City has requested that VDOT program nine new projects into the Six Year Improvement Plan. These projects are funded 100% with either Federal or State funds. Project Administration Agreements with VDOT are necessary for securing the State and Federal Funds.  A brief presentation will be given in the afternoon work session and the actual resolution is on the evening legislative session for adoption on the consent agenda.

 

Discussion:

 

In accordance with the VDOT project allocation procedures, it is necessary that a request by a City Council resolution be made in order that the Department can program a highway project in the City of Hampton.  VDOT requires that City Council grant authority for the City Manager to execute project administration agreements and City/State Agreements for implementation of these projects.  These funds are reimbursable and are paid on a reimbursement basis following the expenditure of City funds.

                     WHEREAS, in accordance with the VDOT project allocation procedures, it is necessary that a request by a City Council resolution be made in order that the Department can program a highway project in the City of Hampton;

 

                     WHEREAS, VDOT funds have been allocated for these new transportation related projects at 100% federal and state cost;

 

                     WHEREAS, Project Administration Agreements with VDOT are necessary for securing VDOT commitment on the federal and state funding of these projects;

 

                     WHEREAS, VDOT requires that City Council grant authority for the City Manager to execute project administration agreements and City/State Agreements for implementation of these projects;

 

                     WHEREAS, these funds are reimbursable and are paid on a reimbursement basis following the expenditure of City funds; and

 

                     WHEREAS, the City approved resolution 12-0254 to program three (3) of these projects on July 11, 2012:

 

                     1) Citywide Traffic Signal Upgrades Phase IV - UPC 102865

                     2) Cunningham Drive Sidewalk - UPC 102866

                     3) Traffic Signal System Retiming - UPC 102867

 

                     NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HAMPTON, VIRGINIA: requests the Virginia Department of Transportation to program the following projects in the 6-Year Improvement Plan and the City to appropriate the following amounts in the Capital Projects Fund:

 

                     1) Citywide Traffic Signal Upgrades Phase IV - UPC 102865: $553,000 in FY17 of VDOT CMAQ funds

                     2) Cunningham Drive Sidewalk -  UPC 102866: $920,000 in FY21 of VDOT CMAQ funds

                     3) Traffic Signal System Retiming - UPC 102867: $698,000 in FY17 of VDOT CMAQ funds

                     4) Citywide Flashing Yellow Traffic Signals - UPC 108804: $75,044 in FY 17 & 18 of VDOT HSIP funds

                     5) Coliseum Drive Extension (Phase I & II) - UPC 108731: $2,823,000 Total of VDOT Smart Scale (HB2) funds as follows:

                                          A. $466,000 in FY17

                                          B. $557,000 in FY18

                                          C. $1,800,000 in FY19

                     6) Little Back River Road Re-Alignment w/Signalized Alternating Peak Directional Lane - UPC 109304: $9,270,000 Total of VDOT Smart Scale (HB2) funds as follows:

                                          A. $600,000 in FY20

                                          B. $1,489,469 in FY21

                                          C. $7,180,531 in FY22

                     7) Citywide Traffic Signal System Retiming - UPC 109410: $1,055,000 in FY22 of VDOT CMAQ funds

                     8) Cunningham Drive Reconstruction - UPC 109412: $700,000 in FY17 of VDOT Primary Extension funds

                     9) Settler’s Landing Road/Woodland Road Reconstruction UPC 109433: $300,000 in FY17 of VDOT Primary Extension funds

 

                     BE IT FURTHER RESOLVED that the City Council authorizes the City Manager or her authorized designee to execute the Project Administration Agreements and any additional contracts or agreements relating to these Projects.
