Resolution Amending Resolution #13-0473 Establishing the Hampton Senior Citizens Advisory Committee and Approving Its Bylaws

 

Purpose

PURPOSE/BACKGROUND:

This resolution amends the resolution establishing the Hampton Senior Citizens Advisory Committee (SCAC) and approves its bylaws. 

 

Discussion:

 

It is recommended that the following items be amended in the resolution so that the new bylaws can be adopted by the SCAC.  The Bylaws have been reviewed by the SCAC.

 

ITEM: Number of Voting Members

The current resolution (#13-0473) provides for 17 Committee members. In practice, City Council has been filling 11 slots with voting members and the remaining six slots have been agency representatives (Peninsula Area Agency on Aging, Department of Human Services, Department of Social Services (DSS) DSS - Adult Services, DSS - Foster Grandparents Program, Health Department, and Community Services Board).

 

RECOMMENDED CHANGE:  Identify four (4) agency or City department representatives to include the Peninsula Agency on Aging, City Manager's Office, Department of Human Services and the Department of Parks, Recreation and Leisure Services. These members are non-voting and service is tied to their position in the agency or department.  More than one representative from the agency or department may attend the meetings which will allow for DHS to continue to include its Adult Services and Foster Grandparents representatives in addition to its Director at the meeting.  The purpose of the agency and department representatives is to enhance information sharing and serve as a resource to the Committee.  City Department representatives provide support to the Committee (meeting logistics, meeting minutes, etc.).  This change removes the Health Department and Community Services Board (CSB) from the board as formal members since their inclusion had historically been tied to their need to serve on the Long Term Care Coordinating Committee which was separated as a stand alone committee in 2013.  Staff has talked to the Health Department and the CSB and they both agree that they no longer need to serve as permanent members of the SCAC.  This action will also add the Parks Recreation and Leisure Services Department and City Manager's Office as formal non-voting members.

 

ITEM: A chairperson is cited in resolution #13-0473, but a vice chair is not.

Several other committees have a chair and vice-chair. This will create backup for the chair and is a tool for meeting management.

 

Impact:

 

There is no fiscal impact for this action.

Body

WHEREAS, senior citizens are a growing segment of the City’s population;

 

WHEREAS, the recreational, social and health needs of senior citizens are unique and require specialized support;

 

WHEREAS, the Hampton City Council recognizes the special needs of senior citizens; and

 

WHEREAS, the Hampton City Council wishes to provide for senior citizen needs.

 

NOW THEREFORE, BE IT RESOLVED, by the Council of the City of Hampton as follows:

 

Section 1.                     Establishment of the Hampton Senior Citizens Advisory Committee

 

The Hampton Senior Citizens Advisory Committee shall be established as a permanent committee.  It shall be an advisory board to the City Council or its designee regarding senior citizens issues.

 

Section 2.                     Structure and membership of the Hampton Senior Citizens Advisory Committee

                                          

There shall be eleven (11) voting members who shall be appointed by City Council.  Seven (7) of the voting members shall be citizens of the City of Hampton and be sixty (60) years of age or older.  The remaining four (4) voting members must be residents of the City of Hampton but may be of any age.

 

The Committee shall include four (4) agency or City department representatives from the Peninsula Agency on Aging, City Manager's Office, Department of Human Services and the Department of Parks, Recreation and Leisure Services. These members are non-voting and service is tied to their position in the agency or department.  More than one representative from the agency or department may attend the meetings.  The purpose of the agency and department representatives is to enhance information sharing and serve as a resource to the Committee.  City Department representatives provide support to the Committee (meeting logistics, meeting minutes, etc.)

 

Section 3.                     Term of membership of the voting members of the Hampton Senior Citizens Advisory Committee

 

a.                     Members of the Committee who are appointed by City Council shall be appointed for four (4) year terms. 

 

b.                     Committee members who are appointed by City Council may serve no more than two (2) full consecutive terms.

 

c.                     Any vacancy of a City Council appointed seat on the Committee shall be filled by the City Council for the unexpired term.

 

Section 4.                     Officers of the Hampton Senior Citizens Advisory Committee; meetings

 

The Committee shall elect a chairperson and a vice-chair from its voting membership. The Committee shall hold regular meetings and keep a record of its proceedings.

 

Section 5.                     Powers and duties of the Hampton Senior Citizens Advisory Committee

                     

The Committee shall act in an advisory capacity to the City Council or its designee.  The Committee shall annually provide a report to the City Council or its designee summarizing its activities and reporting on the general quality of life for senior citizens in the City of Hampton.

 

BE IT FURTHER RESOLVED that the City Council of the City of Hampton, Virginia, approves the attached Bylaws of the Senior Citizen Advisory Committee.
