Resolution Approving the City of Hampton, Virginia's Participation and Appropriation of the FY2018 DMV Highway Safety Grant (Selective Enforcement - Speed) Through the Commonwealth of Virginia Department of Motor Vehicles

 

Purpose

PURPOSE/BACKGROUND:

The Virginia Department of Motor Vehicles has awarded the City of Hampton Police Division pass-through funding from the National Highway Traffic Safety Administration for Federal Fiscal Year (FFY) 2018 in the total project amount of $75,675.00 with $50,450.00 in federal funds.  These grant funds are for officer overtime relating to selective enforcement (speed), three additional LIDAR units, and for two officers to attend highway safety related training. 

 

Discussion:

The total funding for this grant project is $75,675.00 with $50,450.00 in federal funds and $25,225.00 in matching, in-kind funds.  In-kind funding will be provided by the Hampton Police Division as fuel and vehicle maintenance costs incurred during/because of enforcement activities.  The Hampton Police Division will utilize the federal funding to purchase three LIDAR units and allow two officers to attend a highway safety related training.  The remaining federal funding will be to hire overtime sworn personnel to specifically address traffic safety issues related to speed violations with the overall goal of reducing speed-related serious injury crashes within the City of Hampton.  Efforts will be focused on enforcement during days of the week and times identified by the Department of Motor Vehicles' Virginia Highway Safety Office's Speed-Related Crash Statistics Report.  The period of performance for this grant is from October 1, 2017 through September 30, 2018.

 

The City of Hampton Police Division has historically been awarded federal funding through this grant program on a yearly basis, although award amounts have varied by year.

 

The period of performance for the FFY18 Highway Safety Grant begins October 1, 2017 and the DMV requires, at minimum, a 21 business day review upon the return of the completed, executed agreement by the city’s Authorized Approving Official.  In order to meet this prerequisite, the agreement was entered into in advance of the next available Council Meeting scheduled for September 13, 2017 which would not have allowed sufficient time to return the agreement to DMV for review and acceptance in advance of the opening of the award.  The City’s Grant Routing procedure was followed and approvals were received from Budget, Finance, and the City Attorney’s Office in advance of the City Manager’s signature.

 

Impact:

The FFY18 DMV Highway Safety Grant for select enforcement activities related to speed will provide considerable safety measures for the citizens of Hampton through added patrol and enforcement activities.  The incurred cost to the City will be minimal as a majority of the project is funded through the grant.

It is the recommendation of the Hampton Police Division that the City Council of the City of Hampton accepts and appropriates the FFY2018 DMV Highway Safety Grant (Selective Enforcement - Speed) for the implementation of this grant award.

WHEREAS, the City of Hampton has been awarded the FFY18 DMV Highway Safety Grant in the amount of $50,450.00 in Federal funds with $25,225.00 as an in-kind match from the Hampton Police Division's budget for a total project amount of $75,675.00; and

 

WHEREAS, the grant award covers the period 10/01/2017 through 09/30/2018;

 

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton appropriates the FFY2018 DMV Highway Safety Grant (Selective Enforcement - Speed) as awarded/made by the Commonwealth of Virginia, Department of Motor Vehicles in accordance with the grant agreement;

 

BE IT FURTHER RESOLVED that the City Council authroizes the City Manager or her designee to take the necessary steps to implement this grant award.
