Resolution to Amend the Fiscal Year 2024 Council Approved Budget to Accept and Appropriate the 2023 Urban Area Security Initiative Grant Awarded through the Virginia Department of Emergency Management for Hampton Election Physical Security
Purpose
PURPOSE/BACKGROUND:
The Urban Area Security Initiative (“UASI”) Grant assists state, local, tribal, and territorial efforts to build, sustain, and deliver the capabilities necessary to prevent, prepare for, protect against, and respond to acts of terrorism. The City of Hampton (the “City”) has been awarded, a 2023 UASI Grant awarded through the Virginia Department of Emergency Management for Hampton Election Physical Security.
Discussion:
This grant is awarded to the City of Hampton to reduce risks and ensure the integrity of elections through the purchase and installation of enhanced physical security measures. Currently there are no other funding sources for this support of the Voter Registrar's Office other than additional City funds.
Impact:
The City has been awarded $71,325.00 in funding from the 2023 Urban Area Security Initiative (“UASI”) Grant with no local match required. This grant allows the Voter Registrar's Office to better secure Pre-Election, Election Day, and Post Election activities within the local Voter Registrar’s Office and election precincts based upon threat assessments by local law enforcement and Joint Terrorism Task Force representatives.

WHEREAS, the Virginia Department of Emergency Management has awarded the City of Hampton, Virginia (the “City”), a 2023 Urban Area Security Initiative (“UASI”) Grant in the amount of $71,325.00;
WHEREAS, the UASI Grant award requires no match;
WHEREAS, the total UASI Grant award of $71,325.00 will be used by the Voter Registrar's Office to reduce risks and ensure the integrity of elections through the purchase and installation of enhanced physical security measures; and
WHEREAS, the grant award covers the period of September 1, 2023 through June 30, 2025.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby amends its Fiscal Year 2024 Council Approved Budget to accept and appropriate the 2023 Urban Area Security Initiative Grant in the amount of $71,325.00, and any supplemental funding, awarded by the Virginia Department of Emergency Management to the Grant Fund in accordance with the grant agreement.
BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take any and all actions necessary to implement this grant award.
