Resolution to Accept and Appropriate the 2015 Public Safety Access Point (PSAP) Grant in the amount of $30,780 from the Commonwealth of Virginia - Virginia E-911 Services Board to the City of Hampton Fire and Rescue Division

 

 

Purpose

PURPOSE/BACKGROUND:

The City of Hampton-Fire and Rescue Division and the City of Newport News Fire Department have entered into a mutual aid contract whereas both cities have committed to providing fire and EMS services in time of need. The City of Newport News was awarded $325,000 from the Commonwealth of Virginia-Virginia E-911 Services Board PSAP Grant for a regional CAD project with the City of Hampton. The City of Hampton's portion of the grant is in the amount of $30,780 to cover the cost of the CAD TO CAD interface between OSCAD and FATPOT Technologies CADfusion software. CADfusion is the middleware application designed to link multiple and different CAD systems together for the purpose of exchanging and disseminating CAD information between each other. Hampton's Fire and Rescue Division will work with Sungard Public Sector to order the CAD to FATPOT interface which will connect the City of Hampton’s CAD with the City of Newport News’ CAD.

 

Discussion:

Per the Director of Finance, Karl Daughtrey, the City of Hampton will treat this as if we “received” the $30,780 from the awarding agency. It will be set up by the Finance Department with Linda Hunt as the grant accountant for the Hampton Fire and Rescue Division.

 

Hampton's Fire and Rescue Division has processed a requisition for a CAD to CAD interface PO using other funds as the grant project with Newport News is moving forward.   The Finance Department will reclass the funds used for the PO after the grant account is set up by Finance and the invoice has been paid for the interface. Once payment is made for the interface, application can be made for the reimbursement to reimburse the grant account.

 

 

Impact:

The CAD to CAD interface will benefit the citizens of Hampton, their guests and the City of Newport News by providing efficient and prompt fire and EMS services to both communities with mutual aid in time of need. The CAD to CAD interface allows both cities to communicate with each other via city emergency radios and 911.

WHEREAS, the Virginia E-911 Services Board has awarded a 2015 Public Safety Access Point (PSAP) Grant to the City of Hampton Fire and Rescue Division in the amount of $30,780 with no match required; and

 

WHEREAS, the grant award covers the period July 1, 2014 through completion of project,

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia accepts and appropriates the 2015 Public Safety Access Point (PSAP) Grant in the amount of $30,780, and any supplemental funding, awarded by the Virginia E-911 Services Board in accordance with the grant agreement;

                     

                     BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take the necessary steps to implement this grant award.
