Use Permit Application by Terry Riddick to Operate a Private Club/Lodge at 1025 N. King Street [LRSN 8000660]

 

Purpose

Background Statement:

On July 14, 2021, City Council approved a use permit (UP 21-00005) by the same applicant, Terry Riddick, for the same use, private club/lodge, at a nearby but different location: 20 W. Mercury.  The previous application was heard by the Planning Commission on June 17, 2021.  This new proposal would essentially be the same operation, a fundraising and charity organization, known as “Best Kept Secret - Stop the Violence”.  This use is classified as a private club/lodge in the land use table of the Zoning Ordinance, which requires an approved use permit.

 

The proposed private club/lodge would be located within a tenant space of an existing commercial building at 1025 N. King Street [LRSN 8000660].  The proposed private club/lodge would be for the daily operation and events of “Best Kept Secret - Stop the Violence,” whose intent is to advocate for and provide resources to at risk youth of the City.  Daily activities of the facility include mentoring and counseling young people as well accepting donations and distributing resources.  In addition, the applicant intends to host fundraising events, primarily on the weekends.  These events are what distinguish this use of private club/lodge from a general office use.

 

Proposed hours of operation provided by the applicant are:  9:00 AM to 5:00 PM, daily, for main office hours and youth programs and activities; and 7:00 PM to 11:30 PM, Friday, and 1:00 PM to 11:30 PM, Saturday, for fundraising events/activities.  Staff is proposing more permissive hours than asked by the applicant, which would be consistent with other private club/lodge uses and allow for operational flexibility.
