Consideration of appointments to the Peninsula Stadium Authority
Purpose
PURPOSE/BACKGROUND:
Herman Dorsey declined his appointment. Council is being asked to appoint a replacement to fill the unexpired term until September 30, 2019.
The board is also requesting the Edward Eure and Broderick Hewlett be removed from the board for non participation and is in the process of searching for new applicants to fill those vacancies.
There are individuals in the Board Bank who have expressed a desire to serve on this board. Those applications are being provided to Council.

The board has forwarded a recommendation to appoint Sallie Marchello to fill Herman Dorsey's vacancy.
***UPDATE FOR OCTOBER 12, 2016 MEETING***
At the September 14th meeting, Council appointed Sallie Marchello as the replacement for Mr. Dorsey and they appointed Herbert Feagan to the vacancy of Mr. Eure. As such, Council is requested to fill the vacancy which remains for Mr. Hewlett's spot until September 30, 2019.
Since this item originally appeared on Council's agenda in July, 2016, additional term conclusions have occurred:
Wanda Gomes - expired 9/30/16
Ms. Gomes has served since the authority was reoganized in October of 2007. She has served four terms.
A. G. Womble - expired 9/30/16
Mr. Womble has served since the authority was reorganized in October of 2007. He has served three terms.
Tim Smith - expired 9/30/16
Mr. Smith was appointed in September, 2009 for one year (filling an unexpired portion of a term) and then was reappointed to two terms.
As such, there are three additional vacancies on the authority to be filled.

***UPDATE FOR JANUARY 11, 2017 MEETING***
The following is a recap of the eleven (11) appointee slots on the Peninsula Stadium Authority. It should be noted that this body must have seven (7) appointees but cannot exceed eleven (11) appointees.
#1 Wanda Gomes has served on this body from its inception. Her second complete term should have ended on September 30, 2016. This is a vacant slot that Council may choose to fill.
#2 Councilman Hobbs originally held this slot until September of 2009 when Mike Revere was appointed. In September, 2011, Mr. Revere indicated he could no longer serve and John Eagle was placed in this spot. When Mr. Eagle resigned, Edward Eure was appointed in March, 2015, to serve until September 30, 2019. Mr. Eure resigned and on September 14, 2016, Council appointed Herbert Feagan to serve until September 30, 2019. No action needed on this.
#3 Trudy Kearney was an original appointment who served two complete terms until September, 2015. Herman Dorsey was appointed and declined the appointment. On September 14, 2016, Council appointed Sallie Marchello to serve until September 30, 2019. No action needed on this.
#4 Michael Moore was the original appointee until September, 2009, when Pat Uribes was appoitned to his first term. Mr. Uribes was reappointed to a second term, and that term expires on September 30, 2019. No action needed on this.
#5 A. G. Womble has served on this body from its inception. His second complete term should have ended on September 30, 2016. This is a vacant slot that Council may choose to fill.
#6 Lani Davis was an original appointee to this body. Following her passing, Broderick Hewlett was appionted but has not participated. As such, Council may choose to fill this vacancy with an individual to serve an initial first term which would end on September 30, 2020.
#7 Bruce Hoogstraten served two terms and was followed by Stephen Todd whose term concludes on September 30, 2019. No action needed on this.
#8 John Vann was an original appointee on this body who was followed by Brian Athey. Mr. Athey has resigned which creates a vacancy which Council may choose to fill with a suggested term to conclude on September 30, 2020.
#9 This slot traditionally was filled by the City Manager or a designee (Jesse Wallace, Jim Oliver, John Eagle, Jim Wilson) but the Manager may have a designee without taking an appointee slot. Ron Sterling was appointed but declined the appointment and Jim Wilson was appointed as a citizen appointee to serve until September 30, 2019. No action needed on this.
#10 This slot was vacant until Ruth Simmons was appointed in September, 2009. She served a complete term and is in her second complete term which concludes on September 30, 2017. No action is needed on this.
#11 This slot was vacant until Tim Smith was appointed in September, 2009. He has served a full four year term and a partial three year term which concluded on September 30, 2016. Mr. Smith may be reappointed to a term expiring September 30, 2020, or Council may consider reappointing Mr. Smith to a lesser time period due to the length of time he has served. Council may also appoint a new individual in this spot in which case the recommended term end date would be September 30, 2020.
