Resolution Appropriating $1,034,180.27 in Additional Federal and State VDOT Urban Construction Initiative Funds to the Bridge Street Bridge Capital Project and $1,454,731.48 in Additional Federal VDOT Urban Construction Initiative Funds for the Big Bethel Rd/Todds Lane Intersection Project Capital Project
Purpose
PURPOSE/BACKGROUND:
The City is proposing to construct a replacement bridge on Bridge Street as part of Capital Improvement Project No. 07-010, VDOT Project No. 0000-114-199/UPC 93081 and intersection improvements at Todds Lane and Big Bethel Road as part of Capital Improvement Project No. 07-014, VDOT Project No. 0152-114-102/UPC 83454. Bids for construction of both projects have been received and were greater than the amount programmed.
Discussion:
The existing Bridge Street bridge structure has reached the end of its useful life and a replacement facility needs to be installed. The intersection of Todds Lane at Big Bethel Road is currently over capacity and is in need of improvements to fix these issues and provide greater safety. Additional VDOT funds have been identified from the Urban Construction Initiative Program. $1,034,180.27 of this is for Bridge Street Bridge and $1,454,731.48 is for Todds Lane at Big Bethel Road.
The request for additional funds for Bridge Street Bridge has a reimbursable 80% federal share in the amount of $844,228.79. The 18% state portion, or $189,951.48, will require a City contribution to be made initially and will then be reimbursable as well. The local match will be a 2% share or $21,105.72 and is not reimbursable. The local funding for Bridge Street Bridge was included in the FY14 CIP under Transportation Initiatives.
The request for additional funds for Todds Lane at Big Bethel Road has a reimbursable 80% Federal Share of $1,454,731.48 with a 20% non-reimbursable local match of $363,682.87. The local match for Todds Lane at Big Bethel Road was in the FY15 CIP under Forrest Elementary BMP.
Staff believes the bids received are fair and reasonable and requests appropriation of the additional funds.

WHEREAS, the City’s adopted Capital Improvement Plan (CIP) approved funding for VDOT funded Urban Construction Initiative, the Replacement of the Bridge Street Bridge Project, and the Big Bethel Rd/Todds Lane Intersection Project; and
WHEREAS, additional VDOT funds have been identified from the Urban Construction Initiative and the construction costs are greater than the project funds programmed on the Replacement of the Bridge Street Bridge Project and the Big Bethel Rd/Todds Lane Intersection Project; and
WHEREAS, the Virginia Department of Transportation has approved additional funding needed for the construction costs of the Replacement of the Bridge Street Bridge Project and the Big Bethel Rd/Todds Lane Intersection Project; and
WHEREAS, these funds are reimbursable and are paid on a reimbursement basis following the expenditure of City funds; and
WHEREAS, the additional funding for the Bridge Street Bridge Project is contingent on an initial contribution to VDOT from the City in the amount of $189,951.48 and a 2% local match from the City in the amount of $21,105.72; and
WHEREAS, the Big Bethel Road/Todds Lane Intersection Project requires a 20% local match from the City in the amount of $363,682.87; and
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF HAMPTON, VIRGINIA: that $1,034,180.27 in additional Federal and State VDOT Urban Construction Initiative Funds is hereby appropriated to the Bridge Street Bridge Capital Project (UPC 93081) and $1,454,731.48 in additional Federal VDOT Urban Construction Initiative Funds is hereby appropriated to the Todds Lane at Big Bethel Road Intersection Capital Project (UPC 83454).
BE IT FURTHER RESOLVED that the City Council authorizes the City Manager or her authorized designee to execute the Project Agreement Transition Agreement, the Urban System Construction Program Agreement for Big Bethel Rd/Todds Lane Intersection Project, and any additional contracts or agreements relating to these Projects.
