Resolution to Amend the Fiscal Year 2022 Council Approved Budget to Accept and Appropriate the 2022 Maternal, Infant and Early Childhood Home Visiting Program Grant awarded by the Virginia Department of Health, Office of Family Health Services

 

Purpose

PURPOSE/BACKGROUND:

In 2010, Congress established the Maternal, Infant and Early Childhood Home Visiting ("MIECHV") Program to provide federal funds to states and tribal entities to support voluntary, evidence-based home visiting services to at-risk families.  Voluntary home visiting programs have been shown to be an effective way to support families and children experiencing risk factors such as stress; social isolation; language barriers; and poverty.  The MIECHV Program supports the delivery of coordinated, comprehensive and high-quality voluntary early childhood home visiting services to eligible families. The Health Resources and Services Administration ("HRSA") administers this program in partnership with the Administration for Children and Families ("ACF").  

 

Discussion:

The MIECHV Program grant funding is used by Youth, Education and Family Services (also known as Healthy Families) to administer the Parents As Teachers Home Visiting, Education and Support Program for children ages three months through five years. 

 

The first round of MIECHV Program grant funding was received in March 2013.  Proceeds were used to administer the "Healthy Families America" evidence-based home visitation program to families experiencing extreme high-risk factors including substance abuse, mental illness and family violence.  This grant was renewable for three years and ended in September 2016. 

 

The second round of MIECHV Program grant funding was received in October 2016.  Proceeds were used to administer the evidenced-based "Parents As Teachers" early childhood home visiting program.   The "Parents As Teachers" program provides services, which are free of charge, to families with children aged 3 months through 5 years; military families; uninsured or under-insured families; and those families involved in early intervention services or child protective services.  The four (4) primary goals of the "Parents As Teachers" model are to:

 

1.  Provide parents with child development knowledge and parenting support;

2.  Provide early detection of developmental delays and health issues;

3.  Prevent child abuse and neglect; and

4.  Increase children’s school readiness

 

The third round of MIECHV Program grant funding was received in September 2021, in the amount of $385,121, with four (4) one-year renewals.  The aggregate total for the third round of MIECHV Program grant funding is estimated to be $1,925,605.  Continuation of the MIECHV Program grant will allow for the uninterrupted provision of "Parents As Teachers" services to eligible families. 

 

Impact:

The total grant award for the first year of the new cycle is $385,121 and requires no cash match.  These funds will facilitate services to approximately 88 families.  Although not required, an in-kind contribution is provided through the support of the Youth, Education and Family Services' Family Services Manager; Business Operations Manager; Program Administrator; and administrative support staff.

 

 

Recommendation:

                     WHEREAS, the Virginia Department of Health, Office of Family Health Services has awarded the 2022 Maternal, Infant and Early Childhood Home Visitation ("MIECHV") Program Grant in the amount of $385,121 in federal funds; 

 

                     WHEREAS, the 2022 MIECHV Program grant requires no cash match; 

 

                     WHEREAS, the total grant award of $385,121 will be used by Youth, Education and Family Services (a.k.a. Healthy Families) to provide the Parents As Teachers services to eligible families; and 

 

                     WHEREAS, the grant award covers the period of September 20, 2021 to September 29, 2022. 

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby amends the Fiscal Year 2022 Council Approved Budget to accept and appropriate the 2022 Maternal, Infant and Early Childhood Home Visiting Program Grant award in the amount of $385,121, and any supplemental funding, from the Virginia Department of Health, Office of Family Health Services to the Grant Fund to be used by Youth, Education and Family Services (a.k.a. Healthy Families) to provide Parents As Teachers services to eligible families, in accordance with the grant agreement. 

 

                     BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take the necessary steps to implement this grant award.
