Purpose
PURPOSE/BACKGROUND:
The Hampton Public Library Foundation would like to support the Hampton Public Library by purchasing and donating furniture, fixtures, and supplies for each library location to upgrade children's spaces, provide modern fixtures for popular materials, create a Maker Space, provide upgrades to study spaces at the Main Library. In addition, baby changing stations will be purchased for three locations. The value of all the purchases donated by the Foundation will be $35,000.
Discussion:
Pursuant to City Code 2-134(a) the donation of materials valued over $5,000 requires acceptance by City Council. The Hampton Public Library Foundation ("Foundation") is a 501(c)(3) not-for-profit corporation formed in 1994 to receive donations and bequests to support the efforts of the Hampton Public Library ("Library"). The Foundation wishes to purchase and donate tables, seating, programming materials, and paint for starting the creation of a Maker Space at the Main Library. In addition, the Foundation wants to purchase study area enhancement features, furniture and fixtures to upgrade children's spaces at the Northampton Branch Library, popular materials fixtures for the Phoebus Branch Library, furniture and electronic tablet holders for the Willow Oaks Branch Library, and baby changing stations for multiple locations.
The Main Library currently only has one changing station located in one of the children's bathroom stalls. Both the Northampton and Willow Oaks Branch Libraries only have changing stations available in the female restrooms, thus requiring installation of additional changing stations in the restrooms at multiple Library locations.
Funds in support of the creation of a Maker Space at the Main Library will allow the Library to paint the space, install furniture and storage, and provide a starter set of materials to be used for Science, Technology, Engineering, Art, and Math ("STEAM") programming. Programming materials will be housed at the Main Library, but will be available for use by programmers at each library location. Study Area enhancements at the Main Library will provide an area that allows group study a space to talk that will not disturb other customers using the library.
Impact:
The addition of a Maker Space and the enhancement of study spaces and children's spaces will lead to increased programming for youth and adults, thus increasing the support of early childhood, school-aged, and life-long learning. Changing stations installed in our restrooms will allow any guardian the proper space to care for their child when entering our libraries.

WHEREAS, the Hampton Public Library Foundation is a 501(c)(3) not-for-profit corporation which receives donations and bequests to support the efforts of the Hampton Public Library, and
WHEREAS, the Foundation desires to purchase for the Library: furniture, fixtures, and supplies for each library location to upgrade children's spaces, modern fixtures for popular materials, to create a Maker Space and upgrade study spaces at the Main Library, and install baby-changing stations at all Library locations, the value of all such purchases being $35,000, and
WHEREAS, the addition of these items will lead to increased programming for youth and adults, and
WHEREAS, the Hampton Public Library is requesting City Council to accept the donation from the Foundation,
NOW, THEREFORE, LET IT BE RESOLVED that the City Council of the City of Hampton, Virginia accepts the donation of furniture and fixtures, programming materials, and baby changing stations with a total value of $35,000 from the Hampton Public Library Foundation for use by the Hampton Public Library to update services and benefit Hampton Public Library customers.
