Resolution Determining Signal Engineering Corporation to be the Only Source Practicably Available from Which to Procure Security Systems and Services and Authorizing the Negotiation and Execution of a Purchase Contract With Signal Engineering Corporation as a “Sole Source”
Purpose
PURPOSE/BACKGROUND:
The Facilities Division of the Department of Public Works maintains a number of public buildings that contain security systems manufactured by Signal Engineering Corporation, including systems with capabilities of access control systems, badge identifications, closed circuit cameras, and building alarms. Signal Engineering Corporation is the only vendor authorized to supply equipment, service, and warranties on Signal Engineering Corporation-manufactured security systems.
The City recognizes the public interest in providing the most efficient means reasonably available and affordable to maintain security at all public buildings. The price at which Signal Engineering Corporation has offered for its systems and service have been determined to be fair and reasonable. The Manager of Consolidated Procurement approves this sole source procurement.

WHEREAS, the Facilities Division of the Department of Public Works maintains a number of public buildings that contain security systems manufactured by Signal Engineering Corporation, including systems with capabilities of access control systems, badge identifications, closed circuit cameras, and building alarms;
WHEREAS, Signal Engineering Corporation is the only vendor authorized to supply equipment, service, and warranties on Signal Engineering Corporation-manufactured security systems;
WHEREAS, the City recognizes the public interest in providing the most efficient means reasonably available and affordable to maintain security at all public buildings; and
WHEREAS, the price at which Signal Engineering Corporation has offered for its systems and service have been determined to be fair and reasonable.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Hampton, Virginia as follows:
1. That the Resolution determining Signal Engineering Corporation to be the only source practically available from which to procure parts and services for Signal Engineering Corporation security systems is approved;
2. That the contract for procuring goods and services described herein may be negotiated and awarded to Signal Engineering Corporation as a “sole source” without competitive sealed bidding or competitive negotiation as set forth in Virginia Code Section 2.2-4303(E);
3. That the City Manager or her authorized designee is hereby authorized to negotiate and execute a purchase contract with Signal Engineering Corporation; and
4. That the notice awarding the contract to Signal Engineering Corporation shall be posted in a public place pursuant to Virginia Code Section 2.2-4303(E).
