Purpose

PURPOSE/BACKGROUND:

The City is proposing two construction improvement projects using VDOT Revenue Sharing Funds: N. King Street Phase 3 from Little Back River Road to the Langley AFB gate and Buckroe Avenue Reconstruction from First Street to N. Mallory Street.  The City has applied to Newport News Waterworks for permission to connect to its system and extend the water main or mains, constructed or intended to be constructed within these project limits.

 

Discussion:

The Newport News Waterworks facilities are needed for community infrastructure.  The portion of the project outlined in this resolution is estimated in the sum of $880,895.03 with the NNWW bearing the full cost upon construction completion. 

 

The costs associated with each project are as follows:

                     WHEREAS, the City has applied to Newport News Waterworks for permission to connect to its system and extend the water main or mains, constructed or intended to be constructed, on N. King Street Phase 3 and Buckroe Avenue Reconstruction;

                     

                     WHEREAS, the City is proposing two construction improvement projects using VDOT Revenue Sharing Funds: N. King Street Phase 3 from Little Back River Road to the Langley AFB gate, VDOT UPC 102986, and Buckroe Avenue Reconstruction from First Street to N. Mallory Street, VDOT UPC 102988;

                     

                     WHEREAS, Newport News is willing to permit connection to its Waterworks System and provide retail water service;

                     

                     WHEREAS, Newport News Waterworks and the City agree it is in the best interest of the parties to have the Facilities Work included in the Projects;

                     

                     WHEREAS, pursuant to Extension Agreement No. 004-FY17 and Extension Letter Agreement 025-FY2017, Newport News Waterworks has agreed to fund the necessary improvements for completion of the Project; and

                     

                     WHEREAS, upon completion of construction of the Project’s pipelines and appurtenances and upon compliance with the other conditions of the aforementioned Agreement, Newport News Waterworks agrees to reimburse the City for actual costs incurred, up to $826,095.03 for N. King Street Phase 3 and up to $54,500 for Buckroe Avenue Reconstruction, not to exceed $880,895.03 for the total of both projects without prior approval of Newport News Waterworks; and the City will draw upon this contract amount for the payment of invoices only upon written receipt of Newport News Waterworks approvals;

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia appropriates $880,895.03, in miscellaneous revenue to the Capital Project Fund N. King Street Phase 3 and Buckroe Avenue Reconstruction projects.
