Resolution Requesting that the Virginia Department of Transportation Program Three New Projects into its Six-Year Improvement Plan

 

 

Purpose

PURPOSE/BACKGROUND:

The City of Hampton (the “City”) applied and was approved for Virginia Department of Transportation (“VDOT”) VA Safety Funds (part of the Highway Safety Improvement Program).  The City was notified that VDOT’s funding will be received on 100% Federal and State share basis beginning in Fiscal Year 2025 for the following projects (collectively the “Projects”):

 

1.  Pedestrian Crossings Project - Improvements to pedestrian crossings at nineteen intersections throughout the City.  Crossings were selected from priority corridors, Mercury Boulevard and Armistead Avenue, and two locations on Mallory Street;

 

2.  Flashing Yellow Arrow Project - Installation at seven intersections in the City determined based on existing signal inventory and lane configurations; and

 

3.  High Visibility Backplates Project - Installation at various intersections throughout the City.  Locations were identified from exiting signal inventory and selecting intersections with black (non high-visibility) backplates.

 

In accordance with the VDOT project allocation procedures, in order to receive VDOT funding support, City Council must request by resolution that VDOT program each highway project and must authorize the City Manager or her designee to execute project administration agreements and any other City/State Agreements for implementation of these Projects.  All three projects have been included in the Council Approved FY2025 Budget.  These Projects will be fully funded with Federal and State funds to be paid on a reimbursement basis to the City following the expenditure of City funds.

                      WHEREAS, in accordance with the Virginia Department of Transportation (“VDOT”) project funding allocation procedures, the City Council, by resolution, must request VDOT to program highway projects in the City of Hampton (the “City”);

 

                     WHEREAS, VDOT will allocate sufficient federal and state funds to fully fund such projects;

 

                     WHEREAS, VDOT has indicated and it is prepared to program VA Safety Funds to be used by the City for three projects and has assigned UPC numbers to those projects.  The projects being specifically identified as follows (collectively the “Projects”):

 

A.  Pedestrian Crossings Project, UPC 123130;

 

B.  Flashing Yellow Arrow Project, UPC 123131;

 

C.  High Visibility Backplates Project, UPC 123149;

 

WHEREAS, the funds received from VDOT for the Projects will be paid on a reimbursement basis to the City following the expenditure of City funds; and

 

                     WHEREAS, project administration agreements with VDOT are necessary for securing VDOT commitment on the funds for the Projects.

                     

                     NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HAMPTON, VIRGINIA that for the purposes of the Projects:

 

                     A.  That the Virginia Department of Transportation is requested to program VA Safety Funds into the Six-Year Improvement Plan for the City for the herein referenced Projects; and

 

                     B.  That the City Manager or her authorized designee is hereby authorized to execute and deliver any and all documents necessary to carry out the purposes of this Resolution, subject to approval by the City Attorney.
