Resolution Approving the City of Hampton, Virginia's Participation and Appropriation of the Federal Emergency Management Agency Hazard Mitigation Grant Program (FEMA) through the Virginia Department of Emergency Management (VDEM)
Purpose
PURPOSE/BACKGROUND:
The City of Hampton has been awarded funding through the Hazard Mitigation Grant Program in response to the application we submitted under 2016 Hurricane Matthew - DR-4262. The project goal is to purchase and install generators at two pump stations in the City with a budget of $110,000. Of the total budget, the Federal Emergency Management Agency (FEMA) will provide $82,500 (75%) in federal funding; the Virginia Department of Emergency Management (VDEM) will provide a state match of $22,000 (20%) and the remaining $5,500 (5%) required for local match will be funded through Public Works Wastewater. The performance period for the grant ends on November 13, 2020.
Discussion:
In support of the City's mitigation efforts to help reduce flooding impacts to our residents, the City applied for and was awarded a competitve FEMA Hazard Mitigation Grant in 2016. The project goal is to purchase and install generators at two pump stations in the City with a budget of $110,000. Of the total budget, the Federal Emergency Management Agency (FEMA) will provide $82,500 (75%) in federal funding; the Virginia Department of Emergency Management (VDEM) will provide a state match of $22,000 (20%) and the remaining $5,500 (5%) required for local match will be funded through Public Works Wastewater. The City’s use of these funds to purchase and install generators at two pump stations will increase the reliability and safety for two of the city's critical sewer pumping stations in the event of power outatges to drastically reduce the possibility of sewer overflows. These two pump stations serve the hospital, other critical facilities, 3,000 homes and 32 businesses.
Impact:
Total funding for the grant is $110,000. Federal Emergency Management Agency (FEMA) will provide $82,500 (75%) in federal funding; the Virginia Department of Emergency Management (VDEM) will provide a state match of $22,000 (20%) and the remaining $5,500 (5%) required for local match will be funded through Public Works Wastewater.

Recommend that City Council accept and appropriate this Hazard Mitigation Grant from the Federal Emergency Managment Agency.

WHEREAS, the Virginia Department of Emergency Management has awarded the Hazard Mitigation Grant Program application titled, City of Hampton, Installation of Generators at 2 Pumping Stations FEMA-DR-4262-VA-020, to the City of Hampton in the amount of $110,000 of which $82,500 will be provided by the Federal Emergency Management Agency and $22,000 will be provided by the Virginia Department of Emergency Management and with a local match required of $5,500 which the City will match through Public Works Wastewater; and
WHEREAS, the grant award covers the period November 16, 2017 through November 13, 2020.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton accepts and appropriates the Hazard Mitigation Grant Program DR-4262 award in the amount of $110,000, which includes the required local match of $5,500 which, shall be funded by Public Works Wastewater, and any related supplemental funding by the Virginia Department of Emergency Management in accordance with the grant agreement;
BE IT FURTHER RESOLVED that the City Council authorizes the City Manager or her designee to take the necessary steps to implement this grant award.
