Title

Comprehensive Plan Amendment No. 16-00002 Adoption of Bike Walk Hampton: A Strategic Bicycle & Pedestrian Plan by reference into the Hampton Community Plan (2006, as amended). 

 

Purpose

Background Statement:

Bike Walk Hampton: A Strategic Bicycle & Pedestrian Plan is a plan to guide program and policy recommendations and infrastructure investments to improve the active transportation network within the city. Geographically, the plan boundary aligns with the City’s adopted Urban Development Areas (UDAs), which are Coliseum Central, Kecoughtan, Downtown, North King Street, Phoebus, Buckroe, and Fort Monroe.

 

The plan expands upon goals and policies of the Hampton Community Plan (2006, as amended) such as promoting internal circulation alternatives - including transit and pedestrian options - for priority city districts (Transportation Policy 6), and encouraging physical activity and pedestrian and bike access to reduce the dangers of traffic and the risks associated with a sedentary lifestyle (Community Facilities Policy 29).

 

Bike Walk Hampton includes current bicycle and pedestrian conditions within the study area, as well as feedback gathered from community meetings and an online community survey.  Collectively, these conditions are used to provide program and policy recommendations and specific facility recommendations for strategic corridors. Strategic corridors make important connections within and between UDAs. In total, over 30 miles of recommendations are proposed. A toolkit is included within the plan to outline various facility types needed to create an active transportation network. Criteria for prioritization and implementation of facility recommendations is set forth in the plan to help choose projects as funding becomes available.

 

This plan was completed with the assistance of a grant from the Virginia Department of Transportation’s Office of Intermodal Planning and in accordance with § 15.2-2223.1 of the Code of Virginia, this plan promotes the development of urban development areas in a way that is consistent with Traditional Neighborhood Design.
