Discussion:
The 200+ Men Foundation, Inc., and its affiliate, The Hampton Roads Committee of 200+ Men, Inc., are organizations of men that focus on influencing and building better communities by encouraging, inspiring, and enabling African American young people and adults to reach their highest potential. The 200+ Men Foundation, Inc. is a charitable, nonprofit organization, exempt from taxation pursuant to Internal Revenue Code Section 501(c)(3). The Hampton Roads Committee of 200+ Men, Inc. is a Virginia non-stock, non-profit corporation. The City has traditionally rented space at the Y.H. Thomas Facility to organizations of this nature, in furtherance of its dedication to providing positive community resources that benefit the local community and City as whole.
The attached use agreement is for a term of five years for a space comprised of an open area and office space comprising ± 1,384 square feet. The rent to be charged, which is based on utility consumption, is $1,218.00 per year (or $101.50 per month or $0.88 per square foot).
City staff recommends approval of the Resolution.

Conduct a public hearing and approve the Resolution to authorize the execution of the Use Agreement
Body
WHEREAS, the City is the owner of real property located at 1300 Thomas Street, commonly referred to as the Y.H. Thomas School Building (the “Property”);
WHEREAS, The 200+ Men Foundation, Inc., and its affiliate, The Hampton Roads Committee of 200+ Men, Inc., jointly desire to use Room 84A, of the Property, which is comprised of an open area and two (2) small office spaces;
WHEREAS, Parks, Recreation and Leisure Services staff determined it is in the best interest of the City and the community to allow 200+ Men Foundation, Inc. to use the Property; and
WHEREAS, the Council has determined that the terms and conditions of a use agreement, substantially in the form attached hereto, are acceptable.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hampton, Virginia as follows:
1. That it approves a use agreement, in substantially the form attached hereto, between the City, the Y. H. Thomas Community Center, The 200+ Men Foundation, Inc., and The Hampton Roads Committee of 200+ Men, Inc. to lease room 84A on the Property; and
2. That the City Manager or her Authorized Designee is hereby authorized to execute and deliver to 200+ Men Foundation, Inc. the Use Agreement in substantially the same form as hereto, subject to approval by the City Attorney.
