Resolution to Amend the Fiscal Year 2022 Council Approved Budget to Accept and Appropriate the Next Generation 9-1-1 Migration Program Grant awarded by the Virginia 9-1-1 Services Board
Purpose
PURPOSE/BACKGROUND:
Most public safety answering points (PSAP), which are also known as "9-1-1" systems, were built with analog technology. As such, PSAPs across the country need to be upgraded to a digital or Internet Protocol ("IP")-based 9-1-1 system. The upgraded system is commonly referred to as the Next Generation 9-1-1 ("NG9-1-1"). While the technology to implement the upgrade is now available, the transition to NG9-1-1 will involve much more than just new computer hardware and software.
The Commonwealth has been discussing and planning for NG9-1-1 for nearly a decade. With significant advances of the technology, capabilities and functionality of an NG network, now is the time to move from planning to implementation. The question is not if, but when NG9-1-1 should be deployed. There is no option for not deploying it. Since 9-1-1 is a local service, it is up to each locality to determine how they will move forward with the deployment. To aid that decision, the 9-1-1 Services Board (the "Board") adopted the Virginia NG9-1-1 Deployment Plan in January 2018, which proposed the methodology and process to guide the 9-1-1 Services Board and the Commonwealth as a whole, through this deployment.
Discussion:
The NG9-1-1 Migration Program Grant provides funding for NG9-1-1 migration expenses for eligible program participants throughout the 9-1-1 Services Board's (the "Board") established deployment period. Participants eligible to receive funding are primary PSAPs and secondary PSAPs currently served by a selective router pair. The amount of funding these PSAPs can receive is based on the analysis contained in the NG9-1-1 Migration Proposal. The purpose of the NG9-1-1 Migration Proposal is to provide information about prerequisite work needed within the PSAP, expected costs and funding provided by the Board for a NG9-1-1 solution.
The reliability of Hampton's Emergency 911 Communications will be greatly improved with the implementation of NG9-1-1, as it will enhance emergency number services to create a faster, more resilient system that allows voice, photos, videos and text messages to flow seamlessly from the public to the 9-1-1 network.
Impact:
The NG9-1-1 Migration Program Grant has been awarded in the amount of $254,027.42, with no match required, as follows:
- Monetary funding (on a reimbursement basis) - $179,395.22
- Virginia 9-1-1 Services Board provided equipment - $74,632.20

WHEREAS, the City of Hampton has been awarded the Next Generation 9-1-1 Migration Program Grant in the amount of $254,027.42 with $179,395.22 of this amount in cash [on a reimbursable basis] and $74,632.20 in equipment;
WHEREAS, there is no cash or in kind match required;
WHEREAS, the total grant award of $254,027.42 will be used by Information Technology to facilitate the migration of the City's existing 9-1-1 system to the Next Generation 9-1-1; and
WHEREAS, there is no definitive grant award period due the Next Generation 9-1-1 migration process.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia hereby amends its Fiscal Year 2022 Council Approved Budget to accept and appropriate the Next Generation 9-1-1 Migration Program Grant in the amount of $254,027.42, and any supplemental funding, as awarded by the Virginia 9-1-1 Services Board to the Grant Fund for the purpose of implementing the Next Generation 9-1-1 Migration Program in accordance with the grant agreement.
BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to take the necessary steps to implement this grant award.
