Ordinance to Adopt a Budget and Appropriate Monies for the Grant Fund of the City of Hampton for Fiscal Year 2026 beginning July 1, 2025 and ending June 30, 2026
Purpose
PURPOSE/BACKGROUND:
This ordinance adopts a budget and appropriates monies for the Grant Fund of the City of Hampton as presented in the City Manager's Recommended Budget for Fiscal Year 2026.
Discussion:
This ordinance adopts a budget and appropriates monies for the Grant Fund of the City of Hampton for the Fiscal Year 2026, subject to City Council's approval of grant awards, as needed, and receipt of funds from grantors. The Grant Fund is one (1) of three (3) Special Revenue Funds
The public hearings necessary to adopt a budget and appropriate monies for the Grant Fund were duly advertised in the Daily Press on April 13, 2025 and May 4, 2025. A summary of the budget was published in the Daily Press on April 13, 2025.
Pursuant to Hampton City Code Sec. 2-50: "No ordinance or resolution appropriating money included in the annual budget shall be passed on the same day of its introduction, except that such an appropriation may be passed on the same day of its introduction by the concurrence of five (5) members of council, pursuant to a motion made for that purpose." This ordinance is being introduced on May 7, 2025. Final approval will be requested at City Council's meeting on May 14, 2025.
Impact:
The total revenues and expenditures for the Grant Fund budget are $48,767,277.
Recommendation:
May 7, 2025: Introduction.
May 14, 2025: Approval.

WHEREAS, the City Council is required to annually consider the City Manager's Recommended Budget for the next fiscal year; and to adopt a budget and appropriate, by ordinance, funding consistent with that budget.
BE IT ORDAINED by the City Council of the City of Hampton, Virginia that (1) the attached budget is adopted and appropriations are hereby made for the Grant Fund of the City of Hampton for Fiscal Year 2026 beginning July 1, 2025 and ending June 30, 2026, including any supplemental funding received for awards contemplated to be received by this resolution, subject to receipt of funds from grantors; (2) appropriations are further made of any unexpended funds previously appropriated to this Fund remaining on June 30, 2025 for one or more grant awards whose term has not then expired; and (3) the City Manager or her designee is hereby authorized to sign any documents necessary to accept and implement grant funds appropriated by this resolution.
