Resolution to Amend the Fiscal Year 2025 Council Approved Budget to Accept and Appropriate the Bloomberg American Sustainable Cities (BASC) Program Subaward through Johns Hopkins University

 

Purpose

PURPOSE/BACKGROUND:

The City of Hampton (the “City”) has been awarded funding by Johns Hopkins University (JHU) in response to a grant application that the City previously submitted to Bloomberg Philanthropies to participate in the Bloomberg American Sustainable Cities Program. The Program is an initiative to turbocharge 25 U.S. cities’ efforts in to address climate change and build racial wealth equity in disadvantaged communities. Bloomberg Philanthropies is funding the Program, and JHU is serving as the pass-through to provide subawards to the selected cities. The subaward is $120,000.00 with no local match.

 

Discussion:

 

In September 2023, the City of Hampton applied to Bloomberg Philanthropies to be a participating city in the Bloomberg American Sustainable Cities (BASC) Program. The Program is a three-year initiative to turbocharge 25 U.S. cities’ efforts in to address climate change and build racial wealth equity in disadvantaged communities. Selected cities receive a Bloomberg Philanthropies-funded Innovation Team (i-team) with expertise in data analysis, human-centered design, systems thinking, and project management to bolster city capacity in driving progress on climate mitigation and promoting equitable outcomes. Participants will also receive multi-year, in-depth, customized policy and technical assistance in collaboration with community-based organizations and local stakeholders to mobilize public, private, and philanthropic investments to achieve their goals.  

 

The City was officially selected as a BASC partner in September 2024. The City and Johns Hopkins University (JHU), through its Bloomberg Center for Public Innovation, entered into a Memorandum of Understanding in October 2024 to outline the general responsibilities of the City under the BASC Program and the support to be provided to the City by JHU’s Bloomberg Center for Public Innovation under the BASC Program.

 

Bloomberg Philanthropies is funding the Program, and JHU is serving as the pass-through to provide subawards to the selected cities. At this time, JHU is ready to provide funding to the City to support its participation in the BASC Program. The JHU funding (the “Subaward”) is a total of $120,000.00. An initial payment of $60,000.00 will be made upon execution of the Subaward Agreement, with the remaining amount to be paid as additional work is completed and sufficient invoices, deliverables, and reports are submitted. The term of the Subaward Agreement is January 1, 2025 to April 30, 2027.

 

Impact:

 

The City has been awarded total funds in the amount of $120,000.00. There is no local match.

Recommend that City Council accept and appropriate this Bloomberg American Sustainable Cities Program Subaward from Johns Hopkins University.

                         WHEREAS, in September 2024, Bloomberg Philanthropies selected the City of Hampton as a Bloomberg American Sustainable Cities Program (the “Program) participant;

 

WHEREAS, Bloomberg Philanthropies is funding the Program and JHU is serving as the pass-through to provide subawards to the selected cities;

 

WHEREAS, under the Program, the City will receive an Innovation Team (“i-team”) with expertise in data analysis, human-centered design, systems thinking, and project management to bolster the City’s capacity in driving progress on climate mitigation and promoting equitable outcomes;

 

WHEREAS, Bloomberg Philanthropies and JHU have awarded funding to the City of Hampton in the amount of $120,000.00 (the " Subaward");

 

                         WHEREAS, the Subaward does not require a local match;

 

WHEREAS, the Subaward will be used by the Community Development Department to support collaborative work between city staff, the community, community-based organizations, and the i-team to develop transformative solutions and strategies to support the mission of the Program;

 

                         WHEREAS, the Subaward is for the period of January 1, 2025 through April 30, 2027;

 

                         NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton hereby amends its Fiscal Year 2025 Council Approved Budget to accept and appropriate the Subaward in the total amount of $120,000.00, and any related supplemental funding by Johns Hopkins University to the Grant Fund;

 

                         BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her authorized designee, to take any and all actions necessary to implement this Subaward and to carry out the purposes of this Resolution, including, but not limited to, the execution of the Subaward Agreement, subject to approval by the City Attorney.
