Purpose

PURPOSE/BACKGROUND:

Harry and Judy Watson are interested in donating the cost required for the City to receive five years of communications services from Shield Group Technologies.  Communication and information shared between government and residents is important for safer communities and better relationships between people and those who work for them.  Shield Group Technologies provides apps that include technology for connecting city government with residents and reporting suspicious activity.  The cost of obtaining these services for five years is $50,000.00.  $25,000 of this will be used by the 311 Center and the other $25,000 will be used by the Police Division

 

Discussion:

 

Shield Technologies provide apps that allow for 2-way communications between residents and the city government.  In particular, it allows citizens to report suspicious activity to law enforcement in real time.  Law enforcement can obtain that information in real-time, and immediately deliver it to law enforcement personnel.  The City Manager’s Office, the Police Division and the 311 Center believe that these services will be beneficial for the City and its residents

Body

WHEREAS, Harry and Judy Watson have generously agreed to donate $50,000.00 to the City of Hampton, to be used by the City of Hampton 311 Citizen Contact Center and Police Division to purchase certain communication services from Shield Group Technologies;

 

WHEREAS, Shield Group Technologies provides services for communicating with residents to send and receive critical information; and,

 

WHEREAS, acceptance of such donations by the City, pursuant to Hampton City Code §2-134, requires the approval of the Hampton City Council to the extent the amount or value of such gifts or donations is $5,000.00 or greater, and the City Manager seeks that approval, submitting that acceptance is in the best interest of the City.

 

NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Hampton:

1.                     That the donation from Harry and Judy Watson in the amount of $50,000.00 is accepted;

 

2.                     That the $25,000 of the donation will be appropriated to the 311 Citizen Contact Center and the remaining $25,000 of the donation will be appropriated to the Police Division for the purchase of communication services from Shield Group Technologies as authorized by City Code § 2-134;

 

3.                     That the City Manager is directed to negotiate a contract with Shield Group Technologies in accordance with the conditions of the donation; and

 

4.                     That the conditions pertaining to this donation also be recorded in the council minutes as set forth in City Code §2 -134(a).
