Resolution to Establish the War Memorial Stadium Advisory Board

 

 

Purpose

PURPOSE/BACKGROUND:

 

Following up on Council’s action this evening to dissolve the Peninsula Stadium Authority, Council will also consider a resolution to establish the War Memorial Stadium Advisory Board (the “Advisory Board”).

 

The purpose of this resolution is to establish the War Memorial Stadium Advisory Board. This newly established Advisory Board shall function in a manner similar to the Authority’s Board. For example, the Advisory Board shall serve as a liaison with users of the Stadium and recommend projects for and improvements to the Stadium. The initial terms for appointed voting members shall be staggered so that the terms do not all expire at the same time. Following these initial staggered terms, all voting member terms shall be for a period of 4 years. The Advisory Board shall elect a Chair, Vice Chair, and Secretary; shall hold regular meetings and keep minutes; and shall submit an annual report to City Council. City Council may appoint a non-voting emeritus member. The Department of Parks, Recreation and Leisure Services shall manage the Advisory Board.

WHEREAS, the Peninsula Stadium Authority (the “Authority”) was dissolved, pursuant to resolutions of the Authority and City Council for the City of Hampton, Virginia, as of 12:00AM of July 1, 2025; 

 

WHEREAS, at the time of such dissolution, the title to all funds and properties owned by the Authority shall vest in the City and all operations and responsibilities related to War Memorial Stadium (the “Stadium”) shall become those of the City;

 

WHEREAS, the City Council seeks to establish a War Memorial Stadium Advisory Board whose purpose is to act in an advisory capacity to the City regarding the maintenance and operation of the Stadium;

 

NOW, THEREFORE, BE IT RESOLVED, be it resolved that the City Council for the City of Hampton, Virginia hereby establishes the War Memorial Stadium Advisory Board, effective as of July 1, 2025, as follows:

 

1.                     The purpose of the War Memorial Stadium Advisory Board (the “Board”) shall be to serve in an advisory capacity to the City regarding the maintenance and operation of War Memorial Stadium (the "Stadium"), including but not limited to serving as a liaison with users of the Stadium, as well as recommending projects for and improvements to the Stadium.

2.                     The Board shall consist of up to eleven, but no less than seven, voting members who shall be appointed by City Council and who shall serve without compensation.

3.                     Of the Board’s voting members first appointed, three (3) shall be appointed for terms of two (2) years, four (4) shall be appointed for terms of three (3) years, and four (4) shall be appointed for a term of four (4) years. Subsequent Board voting members shall be appointed for terms of four (4) years.

4.                     The Board shall elect a Chair, Vice-Chair, and Secretary from its voting membership.

5.                     City Council may, at its discretion, appoint one (1) non-voting emeritus member to the Board. The term for such non-voting emeritus member shall be established by City Council at the time of the member’s appointment.

6.                     The Board shall hold regular meetings and keep a record of its proceedings.

7.                     The Board shall submit an annual report of its activities to City Council.
