Resolution Approving the City of Hampton, Virginia's Participation in and Appropriation of the Chesapeake Bay Foundation's Partnership Grant to Restore Hampton Waterways through the National Fish and Wildlife Foundation

 

Purpose

PURPOSE/BACKGROUND:

The City of Hampton has partnered with the Chesapeake Bay Foundation on their Partnership to Restore Hampton Waterways project. This project seeks to spur oyster restoration efforts in Virginia's Hampton River watershed, help manage stormwater pollution in the City of Hampton, and remediate impairments to the river and its tributaries by working with an array of public and private partners.

 

Discussion:

The Chesapeake Bay Foundation ("CBF") is the subrecipient of a grant from the National Fish and Wildlife Foundation ("NFWF") (NFWF-CBF agreement attached as an exhibit).  The purpose of the grant is to spur oyster restoration efforts in the Virginia's Hampton River watershed, help manage stormwater pollution in the City of Hampton, and remediate impairments to the river and its tributaries by working with an array of public and private partners.  Pursuant to that grant, CBF offered to partner with the City and will executive a mutually agreeable subaward agreement to memorialize the terms of that partnership.

 

As part of this grant, the City will:

 

1. Install 2 large bioretention projects at highly visible intersections within the Hampton River watershed. The 2 projects will be selected from the projects identified by the Public Works Department SAGE program. Public Works will provide staff time for survey and design, in-kind services for geotechnical survey, and technical expertise to install the rain gardens. Public Works is responsible for all tasks related to installation and construction of the bioretention projects, including, but not limited to, permitting needs, planning, contracting, construction, inspection, etc.

 

2. Provide meeting space to hold a workshop for up to 100 stormwater professionals.

 

3. Assist CBF and project partners in identifying and inviting key decision-makers, local leaders, and citizens to participate in the project's proposed field events, including one tour of NASA's Langley and 2 CBF educational boat trips.

 

4. Provide residential addresses for identified areas in order to mail residents surveys related to the project.

 

5. Assist CBF with creating an inventory and map of green infrastructure projects.

 

6. Create 224 linear feet of living shoreline and plant 2,500 square feet of tidal marsh at Bluebird Gap Farm. City of Hampton is responsible for all permitting needs related to creating the living shoreline.

 

7. Work with project partners to host educational events for citizens to tour the completed project at Bluebird Gap Farm.

 

8. Provide documentation to CBF of match contributions as pledged in a support letter dated May 12, 2015. Total match promised equates to $28,000.

 

Impact:

This project aligns with the Environmental Stewardship initiatives of the Hampton Community Plan as well as the Hampton Comprehensive Waterways Management Plan.  The total grant is $85,500 with $57,500 being awarded from the Chesapeake Bay Foundation and the local match of $28,000 being funded from the Stormwater Management Fund ($19,000) and the Neighborhood Stormwater Improvement funds ($9,000).

                     WHEREAS, the National Fish and Wildlife Foundation has awarded the Partnership to Restore Hampton Waterways Grant to the Chesapeake Bay Foundation and the Chesapeake Bay Foundation has subsequently awarded to the City of Hampton a grant in the amount of $57,500 with a local in-kind match required of $28,000 for a total amount of $85,500; and

 

                     WHEREAS, the grant period of performance is October 1, 2015 through September 20, 2017,

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia accepts and appropriates the Chesapeake Bay Foundation's Partnership to Restore Hampton Waterways Grant in the amount of $85,500 (inclusive of the City's $28,000 in-kind match) and any related supplemental funding by the Chesapeake Bay Foundation or the National Fish and Wildlife Foundation in accordance with the grant agreement;

 

                     BE IT FURTHER RESOLVED that the City Council authorizes the City Manager, or her designee, to execute an agreement with the Chesapeake Bay Foundation and to take any other steps necessary to implement this grant award.
