Resolution to Accept and Appropriate State Fiscal Year 2018 Part C of IDEA Grant Funding Awarded by the Department of Behavioral Health and Developmental Services Early Intervention Services for Infants and Toddlers with Disabilities and Their Families
Purpose
PURPOSE/BACKGROUND:
The purpose of this resolution is to accept and appropriate federal grant funds to permit continuation of the Part C of Individuals with Disabilities Education Act
Discussion:
Public Law 99-457 was enacted on October 6, 1986 as an amendment of Public Law 94-142, the Education of all Handicapped Children’s Act of 1975. Part H Authorized the United States Department of Education to administer a discretionary grant program for states to plan, develop, and implement a statewide comprehensive, coordinated, interagency system of early intervention services to infants and toddlers with disabilities and their families. In October 1990, the 101st Congress reauthorized PL 94-142 and changed the name to the Individuals with Disabilities Education Act ("IDEA").
Since 1988, the Infant & Toddler Connection of Hampton-Newport News ("ITC") has played a vital role in linking families to Part H (renamed Part C) services. The Infant & Toddler Connection of Hampton-Newport News intends to support its goal through continuous planning, collaboration, and problem solving that will result in new or expanded services whenever there is need.
Services that are provided to children and their families include physical therapy, speech/language pathology, audiology, training and counseling, respite care service, service coordination, social worker services, special instruction, transportation, vision service, occupational therapy, assistive technology, health, and ancillary services. Total funding awarded for fiscal year 2018 is $713,067. That funding is used to pay for services after a family’s ability to pay is determined. Funding also pays for advocacy and public awareness training for professionals, as well as administrative costs for ITC staff. The City is not required to match any funds.
For the past 16 years, the City of Hampton has received the Early Intervention Services for Infants and Toddlers with Disabilities and their Families award on behalf of the Infant & Toddler Connection of Hampton-Newport News.
Congress and the Virginia General Assembly have shown a commitment to the program. IDEA was re-enacted last year and we foresee no problems with funding in the next five (5) years. We strongly support the idea that early intervention is a smart investment for the City of Hampton and Newport News when compared to the expenses associated with the long term care of individuals with disability who have not received early intervention. The annual funding award for this program is based on the number of children enrolled in services each year. The Infant & Toddler Connection of Hampton-Newport News child count has increased every year, indicating an anticipated increase in our award amount in the next fiscal year.
Impact:
Federal Funds in the amount of $237,548 and state funds in the amount of $475,519 for a total award of $713,067

WHEREAS, the Department of Behavioral Health and Developmental Services awarded the City of Hampton on behalf of the Infant and Toddler Connection of Hampton-Newport News "Part C" funds pursuant to the federal Individuals with Disabilities Education Act in the amount of $713,067 (the "IDEA Grant"), which is comprised of $237,548 in federal funds and $475,519 in state funds;
WHEREAS, the Infant & Toddler Connection of Hampton-Newport News plays a vital role in linking families to Part C services;
WHEREAS, the grant period covers July 1, 2017 through June 30, 2018; and
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Hampton, Virginia accepts the IDEA Grant in the amount of $713,067 and any related supplemental funding by the Department of Behavioral Health and Developmental Services and appropriates those funds for the purposes set forth in IDEA Grant agreement.
BE IT FURTHER RESOLVED, that the City Council of the City of Hampton, Virginia authorizes the City Manager to take the necessary actions to implement this grant award.
