Resolution to Amend the Fiscal Year 2023 Council Approved Budget to Accept and Appropriate the 2023 Foster Grandparent Program Grant Amendment Awarded by the Corporation for National and Community Services (CNCS)

 

 

Purpose

PURPOSE/BACKGROUND:

The Hampton Department of Social Services was awarded the first Corporation for National and Community Services (CNCS) grant in 1972 and has since been received in each subsequent year. The CNCS mission is to provide government agencies federal funds to improve lives, strengthen communities and foster civic participation through services and volunteers. Programs provided through CNCS includes the Senior Corps, which incorporates the long standing Foster Grandparents Volunteer Program.

 

The Foster Grandparent Program provides a way for volunteers 55 and over to stay active serving children and youth in their communities.

 

The Foster Grandparent Program on the Peninsula serves the cities of Hampton, Newport News, Williamsburg and the counties of York and James City.

 

Discussion:

The Corporation for National and Community Services (CNCS) is an independent, federal grant - making government agency, whose mission is to improve lives, strengthen communities, and foster civic participating through services and volunteers. For over 20 years, CNCS through its programs; Senior Corps, Ameri Corp, Volunteer Generational Fund (VGF) and Social Innovation Fund (SIF) has helped to engage millions of citizens in meeting community and national challenges through services and volunteer action. CNCS provides grants to national and local non-profits, schools, government agencies, faith-based and other community organizations, and other groups committed to strengthening their community through volunteering.

 

The Senior Corps incorporates the long standing Foster Grandparent Volunteer Program. The foster grandparents serve as role modes, mentors and friends to children, where the personal attention helps our young people mature, gain confidence and become full and productive members of society.

 

Continuation of the Peninsula Foster Grandparent Program will ensure the active 80 foster grandparents (105 available slots)  will provide services to children that build positive relationships across generations. They serve in community organizations such as schools, child care centers and the Boys and Girls Club.

 

Impact:

The grant encompasses three (3) funding sources, (1) an award of federal funds from CNCS in the amount of $405,663, a contribution from the City of Newport News in the amount of $20,000 and (3) a City of Hampton contribution of $69,770 to be funded through a specific appropriation of the general "Grant Matching Funds".

                     WHEREAS, the Corporation for National and Community Services (CNCS) has awarded an independent federal grant to the City of Hampton Virginia ("the City"), a 2023 Foster Grandparent Program Grant in the amount of $405,663:                    

 

                     WHEREAS, Foster Grandparent Program Grant award requires a local cash match of $69,770;

 

                     WHEREAS, the City of Newport News contributes a cash match of $20,000;

 

                     WHEREAS; the combined funds of the Foster Grandparent Program Grant award, the required local cash match and the City of Newport News cash match, which total of $495,433, will be used by the Hampton Department of Social Services to fund the salary and fringe benefits cost of two (2) permanent full-time (PFT) positions and one (1) When Actually Employed (WAE) position, along with the cost for supportive services for operational costs and stipends for the foster grandparents, whom are dedicated to being role models, mentors and friends to children with exceptional needs; and

                    

                     WHEREAS, the grant award is for the period of July 1, 2022 through June 30, 2023.

 

                     NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Hampton, Virginia herby amends its Fiscal Year 2023 Council Approved Budget (1) to accept and appropriate the Foster Grandparent Program independent Federal funds in the amount of $405,663, and any supplemental funding, to the Grant Fund; and (2) approve the transfer of $69,770 from Departmental Support - Grant to the Grant Funds for the purpose of funding the salary and fringe benefits cost for two (2) permanent full- time and one (1) When Actually Employed (WAE) position, and the program's operational costs and stipends for the foster grandparents in the Department of Social Services dedicated to being role modes, mentors and friends to children with exceptional needs.

 

                     BE IT FURTHER RESOLVED that the City Councils of the City of Hampton, Virginia authorizes the City Manager, or her designee, to take any and all actions to implement this grant award.
