Purpose

PURPOSE/BACKGROUND:

The Coliseum Drive Extension Segment B Project Study (UPC 113988) (“Project”) area begins at the north terminus of the Coliseum Drive Segment (Phase) A Project (UPC 108731) and proceeds northwest to the North Campus Parkway/Magruder Boulevard intersection.  The Project consists of an alternative analysis, environmental study and preliminary project tasks.  City Council has previously approved the request from the Virginia Department of Transportation (VDOT) to program this Project into the VDOT 6-Year Improvement Plan and for the City Manager or authorized designee to execute the VDOT administration agreements and any additional agreements necessary for the implementation of the Project (Resolution 17-0382).  The request for funding for the Project has a reimbursable share of $627,893 with a non-reimbursable local match of $214,608, with total project value being $842,501.

 

City staff has identified $214,608 of available bond funds from other completed projects and those surplus funds can be utilized as the required local contribution.  The Buckroe Streetscape Bond Project has $41,304 of available funds; the Mercury Boulevard Utility Conversion Bond Project has $11,411 of available funds; Pembroke-First Street Park Improvements Bond Project has $1,768 of available funds; the Mallory Street Reconstruction Phase I Bond Project has $23,884 of available funds; the Settlers Landing Bridge Repair Bond Project has $57,180 of available funds; Hampton Roads Center Parkway at Big Bethel Bond Project has $6,355 of available funds; the Mallory Street Improvements Phase II Bond Project has $13,176 of available funds; the Saunders Road Bond Project has $22,883 of available funds; and the Thomas Nelson New Traffic Signal Bond Project has $36,647 of available funds.  Hampton City Charter Sec. 6.12 and Hampton City Code Sec. 2-137 require that the City Council approve the transfer of unencumbered appropriations from one department to another department, as well as any transfer of bond proceeds. Pursuant to those provisions, staff requests Council approve the transfer of these local match funds.

                     WHEREAS, in accordance with Virginia Department of Transportation ("VDOT") project allocation procedures, City Council must request, by resolution, that VDOT appropriate highway projects in the City of Hampton;

 

                     WHEREAS, City Council has previously requested and VDOT has agreed to appropriate the sum of $627,893 in Urban Construction Initiative Funding for the Coliseum Drive Extension Segment B Project Study (“Project”);

 

                     WHEREAS, City staff has identified $214,608 of available bond funds from the Buckroe Streetscape Bond Project, Mercury Boulevard Utility Conversion Bond Project, Pembroke-First Street Park Improvements Bond Project, Mallory Street Reconstruction Phase I Bond Project, Settlers Landing Bridge Repairs Bond Project, Hampton Roads Center Parkway at Big Bethel Bond Project, Mallory Street Improvements Phase II Bond Project, Saunders Road Bond Project and the Thomas Nelson Drive New Traffic Signal Bond Project that have been completed and those surplus funds can be utilized as the required local contribution if transferred to the Project;

 

                     WHEREAS, Hampton City Charter Sec. 6.12 and Hampton City Code Sec. 2-137 requires that City Council approve the transfer of unencumbered bond  proceeds; and

 

                     WHEREAS, the VDOT share of those funds will be paid to the City on a reimbursement basis following the expenditure of City funds.

 

                     NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HAMPTON, VIRGINIA:

 

                     (1)                     That Urban Construction Initiative Funding totaling $627,893 to be received from the Virginia Department of Transportation is hereby appropriated to the Coliseum Drive Extension Segment B Project Study; and

                     (2)                     That $41,304 shall be transferred from the Buckroe Streetscape Bond Project; $11,411 shall be transferred from the Mercury Boulevard Utility Conversion Bond Project; $1,768 shall be transferred from the Pembroke-First Street Park Improvements Bond Project; $23,884 shall be transferred from the Mallory Street Reconstruction Phase I Bond Project; $57,180 shall be transferred from the Settlers Landing Bridge Repairs Bond Project; $6,355 shall be transferred from the Hampton Roads Center Parkway at Big Bethel Bond Project; $13,176 shall be transferred from the Mallory Street Improvements Phase II Bond Project; $22,883 shall be transferred from the Saunders Road Bond Project; and $36,647 shall be transferred from the Thomas Nelson Drive New Traffic Signal Bond Project to the Coliseum Drive Extension Segment B Project Study to provide the City’s funding of the match obligation for that Project.
