Purpose

PURPOSE/BACKGROUND:

The Department of Public Works (the “Department”) uses various financial methods to balance the budgets of seven divisions against competing demands.  Since 2013, the Department has been sharing its financial information with Municipal & Financial Services Group, LLC (“MFSG”) in order to establish a baseline rate structure for the Divisions of Solid Waste, Stormwater, and Wastewater, with MFSG playing a critical role in this effort.  The Department recognizes the utility of MFSG’s services will benefit the Department beyond the Divisions of Solid Waste, Stormwater, and Wastewater, for example, to establish budget models for (i) Traffic for infrastructure, (ii) Streets and Bridges for right-of-way maintenance; (iii) Facilities for building repairs; and (iv) all divisions for vehicle and equipment repairs and replacement.

 

The City already has invested thousands of hours and over $52,565.00 towards apprising MFSG of the Department’s financial structures.  Given that MFSG is familiar with the Department’s financial structures, hiring a new consultant would require at least six months of training plus about $25,000 in additional costs to the City as would be reflected in the learning curve and reporting arrangement.  The City recognizes the public interest in providing the most efficient means reasonably available and affordable to maintain the Department’s operation.  Staff has found the services already provided by MFSG to be fair and reasonable.

NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Hampton, Virginia as follows:

 

1.                     That a contract for procuring the financial services described above may be negotiated and awarded to Municipal & Financial Services Group, LLC as a “sole source” without competitive sealed bidding or competitive negotiation as set forth in Virginia Code Section 2.2-4303(E);

 

2.                     That the City Manager or her authorized designee is hereby authorized to negotiate and execute a services contract with Municipal & Financial Services Group, LLC; and

                     

3.                     That the notice awarding the contract to Municipal & Financial Services Group, LLC shall be posted in a public place pursuant to Virginia Code Section 2.2-4303(E).
