Purpose

Background Statement:

The applicant is seeking approval of a Use Permit to operate The Hampton’s Beauty Academy, a private vocational cosmetology school, within an existing commercial building, located at 15 S. Hope Street. The subject property is currently zoned Phoebus Town (PH-2) District, which permits private schools with an approved Use Permit. The proposed use will occupy approximately 1,508 square feet of second-floor space within the 3,016 square foot, two-story building.

 

Hampton’s Beauty Academy proposes to offer nail technology and esthetics training using the Milady CIMA digital curriculum, combining classroom instruction, hands-on training, and wellness education. Classes will be held Monday-Friday, 9:00 AM-2:00 PM, with additional evening sessions on Wednesday and Thursday, 4:00 PM-9:00 PM. Enrollment will be capped at 10 students per session, with a maximum occupancy of approximately 12 persons, including two staff.

 

The Hampton Community Plan (2006, as amended) recommends mixed-use for the subject property and surrounding parcels in the Phoebus area. The proposed private school is consistent and supports the City’s goals of encouraging small business development, workforce training, and reinvestment in underutilized commercial properties. The beauty school will contribute to the vitality of the Phoebus District and aligns with economic development objectives outlined in the Community Plan.
