Resolution Accepting and Appropriating Funds for the Fiscal Year 2018 Children's Services Act (formerly Comprehensive Services Act for At-Risk Youth and Families)

 

Purpose

PURPOSE/BACKGROUND:

The Children's Services Act (CSA), formerly known as the Comprehensive Services Act for At-Risk Youth and Families, combines the annual appropriations that previously went to Social Services, the Hampton City Schools and the Court Services Unit serving families with children either at high risk of out-of-home placement or already in such placements due to their specialized academic and/or behavior needs. CSA is administered by a Community Policy and Management Team made up of agency directors, vendors, parent representatives and other community members. 

 

Discussion:

The mission is to create a collaborative system of services and funding that is child-centered, family-focused, community-based and cost-effective when addressing the strengths and needs of troubled and at-risk youths and their families in Virginia. In Hampton, this collaborative system of care serves 500+ annually (503 to date).

 

This system of care approach has been a hallmark of supporting families for a healthy child.

 

Impact:

Funds Pool:  $7,500,000 of which $2,417,250 is required City of Hampton local match.

Administrative Allocation:  $65,693 of which $21,173 is required City of Hampton local match.

Total appropriaton:  $7,565,693; total local share $2,438,423.

                     BE IT RESOLVED that the City Council of the City of Hampton, Virginia accepts and appropriates funding for FIscal Year 2018 (beginning July 1, 2017 and ending June 30, 2018) for the Children's Services Act, in the total amount of $7,565,693 with a required the local share of $2,438,423, and any supplemental funding from the State and/or Medicaid subject to the availability of local match funds.
