Resolution to Amend the Hampton City Council Public Hearing and Public Comment Protocol

 

Purpose

PURPOSE/BACKGROUND:

The City Council wishes to amend the Hampton City Council Public Hearing and Public Comment Protocol, as set forth in the attachment.  If approved, the amended Public Hearing and Public Comment Protocol will effective immediately.

Body

WHEREAS, pursuant to authority granted by section 3.04 of the Hampton City Charter, City Council has previously adopted a Public Hearing and Public Comment Protocol ("Protocol"), which, among other things, prescribes the time period for members of the public to sign-up to speak; and

 

WHEREAS, under the existing Protocol, speaker sign-up commences thirty minutes prior to the start of a meeting; sign-up ends for public hearing at the start of the meeting and for public comment fifteen minutes after the start of the meeting; and

 

WHEREAS, during the City Council meetings on March 26 and April 9 and 23, the Mayor announced the intention to modify the Protocol to commence speaker sign-up 60 minutes before the start of a meeting and to end speaker sign-up for both public hearing and public comment at the start of the meeting, effective May 14, 2025.

 

NOW, THEREFORE, BE IT ORDAINED, by the Council of the City of Hampton, Virginia, that the attached amended "Hampton City Council Public Hearing and Public Comment Protocol"  is hereby adopted and is effective starting with the May 14, 2025 City Council Legislative Session.
