Resolution to Amend the Fiscal Year 2020 Council Approved Budget and Accept and Appropriate to the Grant Fund the "Parcel-Level" Green Infrastructure Solutions Grant Awarded By the Chesapeake Bay Foundation

Purpose

PURPOSE/BACKGROUND:

One of the key recommendations of the Resilient Hampton intiative is to tackle coastal resiliency at multiple scales: the City, the neighborhood, and the individual parcel. Given the amount of land that is held by private owners at the individual parcel level, it makes sense that our efforts cannot be limited to large properties owned by the City or other public entities. To create real change, and a strong sense of ownership in the community, these individuals need to be engaged. To that end, staff is in the process of crafting a grant program that would support property owners implementing resilient practices on their property. These interventions may range from tree plantings and rain barrels to rain garden installation.

The Chesapeake Bay Foundation (CBF), an important partner in the City's resilience work, has provided $70,000 as start-up funding to pilot this parcel grant program. Of that $70,000, CBF has earmarked $20,000 specifically for the City to pilot a grant for at least one commercial property to explore impacts on commercial properties as well as homeowners.

This grant does not involve federal funds and does not require a match from the City of Hampton.
