Purpose
PURPOSE/BACKGROUND:
The purpose of this request is to appropriate funding from net position to support critical capital and equipment replacements at the Hampton Coliseum. These investments include the replacement of the existing concert stage, upgrades to exterior colored lighting, and replacement of outdated technology. The concert stage replacement is required to meet operational and safety standards for large-scale events. Exterior colored lighting improvements are necessary to enhance facility aesthetics, improve visibility, and support event branding and community engagement. Additionally, department technology requires replacement to maintain operational efficiency and system compatibility.

WHEREAS, the Hampton Coliseum is a major City facility that supports tourism, economic activity, and community events;
WHEREAS, the existing concert stage must be replaced to ensure safety, functionally, and continued event operations;
WHEREAS, exterior colored lighting improvements will enhance the facility’s appearance and visibility;
WHEREAS, department technology replacements are necessary to maintain efficient operations and system reliability;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Hampton, Virginia, hereby amends the Fiscal Year 2026 Council Approved Budget to appropriate $610,000 from the Coliseum Fund’s Net Position to the Coliseum Fund Capital Improvement and maintenance accounts.
