Purpose
PURPOSE/BACKGROUND:
The purpose of this grant is to purchase marine crew cold weather exposure suit ensembles to replace and expand the aging exposure suit ensembles currently in use by the Hampton Division of Fire & Rescue (HDFR) Marine Team. The cold weather exposure suit ensembles allow marine crews from the HDFR to operate marine vessels during adverse weather conditions. Hampton Roads' unpredictable weather typically becomes hazardous to responder safety from October to April due to normal water and air temperature declines. The marine crew cold weather exposure suits include inner layer protection, personal flotation device, non-slip boots, and gloves. The cold weather exposure suit ensembles will enhance foul weather marine response capabilities of the HDFR.

Discussion:
The Department of Homeland Security FY 2017 Port Security Grant Program (PSGP) provides $100,000,000 to provide funds to port authorities, facility operators, and State and local agencies required to provide security services to implement Area Maritime Transportation Security Plans and facility security plans. The FY 2017 PSGP plays an important role in the implementation of the National Preparedness System by supporting the building, sustainment, and delivery of core capabilities essential to achieving the National Preparedness Goal (the Goal) of a secure and resilient Nation. Delivering core capabilities requires the combined effort of the whole community, rather than the exclusive effort of any single organization or level of government.
