Resolution to Change the Name of the Citizens Engagement and Advisory Commission (CEAC) to the Citizens Engagement Advisory and Review Commission (CEARC)
Purpose
PURPOSE/BACKGROUND:
The commission was established to perform reviews of all incidents that threaten to divide the community (police and non-police) when requested by City Council or the City Manager. While the mission of the commission does not change, the proposed name change is meant to provide clarity to the public of the commission's primary role. The addition of the word "Review" to the name of the commission reflects that the commission's function is to provide review of specific incidents that threaten to divide the community when called upon to do so by City Council or the City Manager.
The Citizens Engagement Advisory and Review Commission is also in alignment with the President's 21st Century Policing Report recommendation 2.8 (page 26), although the commission is not limited to review of police incidents.
Impact:
There is no impact, as this group already exists (not changing the mission, just the name).

WHEREAS, the Hampton City Council has previously established the Citizens Engagement and Advisory Commission (CEAC);
WHEREAS, the function of CEAC is to review all incidents that threaten to divide the community (police and non-police) when requested by the Hampton City Council or the City Manager;
WHEREAS, such a commission is in alignment with recommendation 2.8 of the President's 21st Century Policing Report; and
WHEREAS, Hampton City Council is desirous of a name for the commission that greater denotes the function of the commission.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Hampton, Virginia, that the name of the Citizens Engagement and Advisory Commission (CEAC) shall be changed to the Citizens Engagement Advisory and Review Commission (CEARC).
