Use Permit Application by Faith Baptist Church to Permit a Private School at 100 Blackburn Lane With Thirteen (13) Conditions.
Purpose
Background Statement:
This proposal is a Use Permit request to open a private school within the confines of an existing religious facility, located to the south of Blackburn Lane. The proposed school would provide care for up to 90 children, aged 3 to 12 years. Children ages 3-5 years will have all-day, curriculum-based instruction; while children older than 5 years will be present for after-school programming only. There will be six (6) to eight (8) staff members employed at the school. The school will comprise an area of approximately 5,440 square feet. No interior modifications are proposed; however, an approximately 4,900 square foot fenced playground is proposed for the rear of the parcel, to be constructed within one (1) year of approval of this Use Permit Application. Children will be dropped off and picked up utilizing the site’s current parking facility, which has 71 available parking spaces. The property is currently zoned One Family Residential (R-11) District, which allows for a Private School use with an approved use permit.
The Hampton Community Plan (2006, as amended) future land use map recommends public/semipublic development on this site.
