Use Permit Application No. 23-0350 is a request for a use permit to operate a private university at 2 Eaton St [LRSN: 2003199]. The property is zoned Downtown Waterfront (DT-2) District. The university envisions using the top floor of the Harbour Centre for an event space. The events may be hosted by the university and related entities or leased out by the university to others.
The Hampton Community Plan (2006, as amended) designates this area as mixed use. The Harbour Centre also falls within the Downtown Hampton Master Plan (2017, as amended). The Master Plan envisions greater development and activity throughout Downtown and specifically taking advantage of opportunities to enjoy the waterfront and water views.
The proposed conditions are site specific, but are also in line with banquet halls and a previously approved use permit related to a restaurant with live entertainment on the waterfront in Downtown.
