Resolution Authorizing the Appropriation of $2,734,074 in Fiscal Year 2019 State Funds for the Operating Fund of the School Board of the City of Hampton, Virginia as Anticipated from the Commonwealth of Virginia
Purpose
PURPOSE/BACKGROUND:
The Code of Virginia section 22.1-94 states that a governing body may make appropriations to a school board from the funds derived from local levies and from any other funds available, for operation, capital outlay, and debt service in the public schools. The Code of Virginia section 22.1-88 states the funds available to the school board of a school division for the establishment, support and maintenance of the public schools in the school division shall consist of state funds appropriated for public school purposes and apportioned to the school board, federal funds appropriated for educational purposes and apportioned to the school board, local funds appropriated to the school board by a local governing body or such funds as shall be raised by local levy as authorized by law, donations or the income arising therefrom, and any other funds that may be set apart for public school purpose. Hampton City Schools is projected to receive additional one-time state funding (e.g. Basic Aid, State Sales Tax, At-Risk and Supplemental Lottery funds) based on a projected increase in average daily membership by 194 students. This funding shall be used for one-time expenditures for FY 2019. Hampton City Schools has identified $2,734,074 in funds that qualify and is requesting that the City Council elect and move forward with this appropriation.
