Closed session pursuant to Virginia Code Sections 2.2-3711A (1) (3) (5) and (8) to discuss appointments to boards and commissions as listed on the agenda; to discuss the performance of the City Manager and Clerk of Council; to discuss or consider the disposition of publicly held real property in the Downtown area of the City where discussion in an open meeting would adversely affect the City’s bargaining position or negotiating strategy; and to discuss prospective businesses where no previous announcement has been made of the businesses' interest in locating in the City.
