Title

Briefing on Downtown Public Safety Action Plan

Purpose

PURPOSE/BACKGROUND:

This presentation will provide an overview from the City Attorney's Office, the Hampton Police Division, and other partners on current efforts and potential actions to address ongoing concerns related to late-night establishments. The goal is to demonstrate the City’s commitment to public safety and send a clear message that Downtown remains a safe and welcoming area for all.

Discussion:

On Monday, May 5, 2025, Hampton Police responded to a fatal shooting at Chance’s Restaurant and Lounge, located at 555 Settlers Landing Road. This was the third homicide to occur in the broader Downtown area in less than a year, with one each previously at Karma and Stillwater Tavern (although the fight which led to that one had begun elsewhere).

Staff will review with Council planned enhancements to enforcement strategies, interventions and community engagement. Our comprehensive strategy aims to protect lives, restore public trust, and alleviate trauma through a multifaceted approach that combines immediate public safety measures with long-term, community-driven solutions.
