Purpose
Background Statement:
Use Permit Application No.24-0432 is a request to operate a nursing home at 1807 W. Queen Street, located just south of the intersection of W. Queen Street and E. Weaver Road. The subject parcel is proposed to be rezoned to Multifamily Residential (MD-4) District, which would permit a nursing home, subject to an approved Use Permit. More specifically, the proposed nursing home would function as a memory care facility, providing 20 bedrooms with private bathrooms, a central living space, kitchen and dining area, an office, and two (2) staff bathrooms, within a proposed one-story structure, totaling approximately +/-11,853 square feet. Other site improvements would include a 21-space parking area, including lighting, landscaping, landscape garden areas, and walking paths. The facility proposes a 24-hour, 7-day a week operation schedule with set visiting and delivery hours between 8 am and 6 pm, 7 days per week. A total of 18 employees (10 on day shift; 5 on evening shift; and 3 on night shift) would staff the facility. This Use Permit Application is in conjunction with Rezoning Application No.24-0431. If approved, the rezoning would place the property into the Multifamily Residential (MD-4) District, which requires an approved Use Permit to operate a nursing home. The proffered conditions of the rezoning address physical development of the site while the proposed conditions of the Use Permit focus on operational aspects.
