Resolution to Amend the Fiscal Year 2025 Council Approved Budget to Accept and Appropriate the Employment and Training for Temporary Assistance for Needy Families (TANF) Participants and Income Eligible Grant (BEN-24-060 No. 2)

Purpose

PURPOSE/BACKGROUND:

The Employment and Training for Temporary Assistance to Needy Families (TANF) Participants and Income Eligible Grant provides funds to the Hampton Department of Human Services. Those funds are to provide services to coordinate, give information and work with TANF individuals and citizens from the City of Hampton with income below 200% of the Federal Poverty Limit (FPL), to secure the skills, services, planning and education needed to obtain and sustain employment with a career pathway and thrive as a viable citizen in the City of Hampton. The Hampton Department of Human Services will implement this initiative, with the TANF Assessment and Planning Team that proposes a service delivery approach that will address the needs to integrate services and disciplines throughout the community, to assess and address barriers to economic stability and mobility, so the number of households at or below the poverty line will be reduced.

Discussion:

This grant award will help support the employment for families and individuals by funding the salary of one When Actually Employed (WAE) position, as well as provide the cost for supportive services for employment sustainability. The City of Hampton has historically provided a cash match for this grant.

Impact:

The City has been awarded $91,923.99 in Federal funds. The required local cash match of $10,213.78 covers the remaining portion of the operating cost and is budgeted in the Human Services operating budget for a total grant award of $102,137.77.
