Ordinance to Amend and Re-Enact the Zoning Ordinance of the City Of Hampton, Virginia by Amending Section 2-2 Entitled, “Definitions” Pertaining to the Terms Transient, Motorhomes, Recreational Vehicles, and Towed Recreational Equipment
Purpose
Background Statement:
This amendment is brought forward in conjunction with two others to update the regulation of recreational vehicles (motorhomes and related vehicles, including trailers). The other two amendments are items 20-0238 (ZOA No.20-00016), which amends Chapter 1 and provides the bulk of the regulation, and 20-0254 (ZOA No.20-00017), which reduces the appeal period from 30 days to 10 days for a notice of violation.
This particular amendment, item No.20-0236 (ZOA No.20-00015), makes changes to the definitions within the zoning ordinance. Specifically, it eliminates the all-encompassing definition of “recreational vehicle” and creates definitions for “motorhome” and “towed recreational equipment.” This distinction allows for establishing some different standards in the parking of motorhomes and towed recreational equipment. The definition of motorhome includes all campers with two or more axles. Towed recreational equipment, or "TRE,"includes single axle campers, trailers, boats and other watercraft, trailered watercraft, all-terrain vehicles, and similar vehicles.
This proposal also creates a stand-alone definition for “transient," which is currently nested in the definition of hotel. By making “transient” a general term, it can be readily used and applied to other uses in the ordinance.
This ordinance amendment is strictly about the proposed definitions, while the companion amendments, items 20-0238 and 20-0254 (ZOAs 20-00016 and 20-00017), address the regulatory changes.
